Primary objective

Provide high level strategic leadership and advice in relation to legislation reform, policy development, stakeholder engagement,

governance and compliance monitoring and implementation. The role is responsible for initiating, developing and monitoring

strategic and operational performance as well as providing legal and strategic advice in relation to the Authority and its legislative

obligations.

Key duties and responsibilities

1. Provide effective leadership and management of the Policy and Governance Unit including fostering a positive workplace

culture through exemplary leadership practices and role modelling behaviour.

2. Provide strategic advice and coordinate complex legal issues in relation to the protection of sacred sites and potential criminal

or civil cases.

  1. Advise and assist (including liaison with Parliamentary Counsel) with drafting instructions in relation to legislative review,

amendment and development.

4. Manage the provision of audit, review and evaluation services and provide effective secretariat support for the Audit Committee

and Authority Board.

5. Research, investigate and develop policies, guidelines and procedures associated with corporate governance, risk management,

business continuity management, and audit and review matters.

6. Manage the Authority communications including ministerial, stakeholder and community engagement.

7. Co-ordinate the Secretariat function including preparing and presenting complex reports, briefings, cabinet submissions, and

drafting instructions on proposed legislative amendments and associated policy issues and initiatives.

8. Develop and maintain effective collaborative relationships with key internal and external stakeholders at all levels, in

government and non-government sectors and relevant national bodies.

Selection criteria

Essential

1. Proven successful senior level experience managing and instructing in legal and quasi legal matters within a complex

environment, providing advice to the Chief Executive Officer.

2. High level strategic, conceptual and analytical thinking including a strong ability to interpret and manage the social, political,

and organisational environment.

3. Proven strong project management, development, implementation and evaluation skills.

4. Exceptional interpersonal, written and oral communication skills, with the ability to build strong, effective relationships through

a high level of communication, negotiation and collaborative skills, and to accurately analyse and clearly communicate complex

issues.

  1. Demonstrated high-level personal performance including the capacity to manage within tight timeframes in an environment of

continuous improvement, and to modify approaches to suit changing requirements.

Desirable

1. Tertiary qualification in law.

2. Extensive knowledge and understanding of the court system both civil and criminal to assist in any prosecutions or civil matters.
