Primary objective

Provide high quality project management to develop, implement, monitor and evaluate projects. Additionally, offer strategic policy

advice on national and Northern Territory vocational education and training (VET) initiatives to support growing a skilled workforce

that meets the Territory needs.

Context statement

The Skills NT division's function is to support the delivery of a skilled and capable workforce that meets the needs of the Territory's

business community and industries. Skills NT is responsible for overseeing the adult vocational education and training sector in the

Northern Territory.

Key duties and responsibilities

1. Identify, plan, develop, and implement initiatives that contribute to improved vocational education and training outcomes for

the Northern Territory.

2. Provide high-quality, evidence-based analysis and strategic advice on national and Territory skills policies and programs, with

a strong focus on initiatives aligned with the National Skills Agreement.

3. Build and maintain effective, collaborative relationships with key stakeholders, including public and private training providers,

government agencies and industry partners.

4. Prepare and review reports, briefings and correspondence, including ministerial and Legislative Assembly briefings, and Cabinet

submissions.

5. Support the Skills Strategy team to effectively manage the work unit's functions.

Selection criteria

Essential

1. Proven experience in policy planning, development and implementation.

2. Demonstrated high-quality interpersonal, written, and verbal communication skills, with the ability to consult, negotiate, and

effectively represent the Northern Territory in local and national forums.

  1. Demonstrated ability to undertake research and analyse information from multiple sources, and to provide clear and

considered policy advice.

4. Proven ability to prepare high-level briefings, reports, ministerial correspondence, and submissions, while maintaining

attention to detail and meeting deadlines.

5. Proven experience in managing projects effectively, balancing competing priorities, and working in a high-pressure

environment.

  1. Demonstrated ability to cultivate productive working relationships and build and maintain a collaborative network of

stakeholders across industry and government at both local and national levels.

Desirable

1. In-depth knowledge of the Northern Territory and Australian vocational education and training system.

2. Qualifications in public policy or other relevant disciplines is highly desirable.
