Primary objective

To provide high-level programmatic research, advice, support and strategic commissioning to the design and implementation of a proposed

cares register in the Northern Territory that strengthens child safety, quality assurance, and information-sharing across the care sector

through a coordinated whole-of-government approach.

Key duties and responsibilities

1. Initiate and manage the Carers Register project to ensure align with Commonwealth, NTG and DCF frameworks and strategies,

including, though not limited to Closing the Gap, Generational Strategy, Safe and Supported.

2. Research, critically analyse and advise on policy, legislation and operational impacts relating to the establishment and implementation

of a Carers Register.

  1. Prepare and coordinate high level reports, briefing papers, strategies, plans and correspondence for the CEO, Minister, and Cabinet.

  2. Establish and maintain strong collaborative relationships with other NT agencies, Commonwealth Government, and community sector

representatives to ensure a partnership-based approach to achieving goals in required timeframes.

  1. Engage with a wide range of stakeholders including diverse groups of children, families, and communities; government agencies;

community organisations and Aboriginal organisations.

  1. Work collaboratively across the Children and Families Programs to ensure alignment with other activities and the timely progression

of the reform agenda.

  1. Action strategic commissioning processes, including analysis, scope development, procurement, negotiation, and ongoing programme

relationship grant and contract management to support the delivery and sustainability of the Carers Register and related care sector

outcomes.

Selection criteria

Essential

1. Demonstrated ability in developing and implementing high level polices, programs and initiatives relating to social policy issues that

impact the Northern Territory, including issues that affect children and families experiencing vulnerability.

  1. Highly developed oral and written communications skills including demonstrated experience in drafting technical requirements, high-

level advice such as cabinet submissions, ministerial briefings, and/or equivalent high-level persuasive documents.

  1. Substantial experience in negotiating effectively and professionally; working in partnerships across organisations and with multiple

stakeholders in a politically sensitive and culturally diverse environment.

  1. Proven experience in managing projects including knowledge of project management frameworks, the ability to meet deadlines, cope

with pressure and to work as part of a team.

  1. Highly developed strategic, conceptual, and analytical and research skills to evaluate issues, define options and prepare

recommendations for scrutiny at the Executive, Ministerial and Government level.

  1. Ability to manage confidential and sensitive issues across government and external stakeholders.

Desirable

1. Bachelor's degree or other postgraduate qualification in humanities, social science, public policy, management or related field.

  1. Experience working in or with community sector organisations in the Northern Territory.
