Primary objective

Lead and manage the Strategic Services unit in the delivery of a range of functions such as, as human resources engagement, freedom of

information coordination, strategic and business planning, audit and risk, governance, work health and safety, infrastructure and asset

management and program delivery, organisational projects, policy development and implementation, intergovernmental relations

coordination and advice to support the Commissioner and NT Fire and Emergency Services.

Context statement

The Strategic Services unit provides expert advice and support to NT Fire and Emergency Services in areas like risk management, workplace

safety, corporate governance, and strategic policy. It also oversees audits, risk processes, freedom of information requests, governance,

infrastructure, program delivery, asset and facility management, organisational capability, and grants and projects. The unit ensures high-

quality, timely advice and research that helps the agency meet its goals and maintain strong strategic governance.

Key duties and responsibilities

1. Lead intergovernmental policy-related matters through strategic alliances and collaborative partnerships with stakeholders at local,

inter-jurisdictional, and national levels.

2. Lead and manage a diverse team with responsibility for providing policy, governance, grants, projects, human resource management,

and risk management across the agency.

3. Lead the development and rollout of key strategic policies and organisational projects by coordinating efforts across divisions, agencies,

and governments to address current and emerging issues.

4. Provide clear, evidence-based analysis and advice on national and public policy issues affecting the agency and the Territory, to support

informed decisions and ensure rules and regulations are met.

5. Advise the Commissioner on matters related to national forums and boards, coordinate support services, and represent the agency in

intergovernmental committees and forums.

Selection criteria

Essential

1. Extensive experience in shaping strategic policy in complex service environments, using research and analysis to provide high-level

advice and demonstrate strong thinking and problem-solving skills.

2. Strong leadership and management skills, with a proven ability to guide diverse teams and foster a positive, high-performing culture.

3. Show a strong commitment to flexible and creative problem-solving, with the ability to stay focused and productive under pressure,

adapt to changing priorities, and meet tight deadlines with a positive attitude.

4. Excellent communication skills, with the ability to share clear, accurate, and meaningful information and analysis with a wide range of

audiences.

5. Skilled at navigating complex social, political, and organisational environments, with the ability to build strong networks and strategic

partnerships that support major strategic reforms across governments.

6. Proven experience across key areas including corporate governance, risk management, strategy, human resource management, work

health and safety, policy development, intergovernmental relations, organisational capability, and project management.

Desirable

1. Tertiary qualifications in a discipline relevant to the position.

2. Sound knowledge and understanding of contemporary issues facing the NT and of government policies and strategies to address these

issues, as well as national policy and reform agendas.
