Primary objective

Provide timely, accurate and quality procurement and contract administration services and advice to client agencies in

accordance with NTG's Procurement Framework under the supervision of the Senior Procurement Advisor.

Context statement

Contract and Procurement Services (CAPS) is responsible for procurement services to all agencies for works, services and

goods valued at over the advertising threshold (currently $ This includes supporting implementation of

procurement reforms and use of procurement systems by agencies.

Key duties and responsibilities

1. Review Request for Tender documents provided by agencies, resolve enquiries from prospective tenderers, and prepare

tender specific examinations of offers received to assist agencies undertaking assessments.

2. Award of contracts for works, services and goods by issue of letters of acceptance.

3. Support administration of contracts, including facilitating formalisation of extensions, cost adjustments and variations to

agency agreed terms.

  1. Maintain strong business relationships with client agencies; and provide advice and assistance to enable them to make

informed decisions based on sound procurement principles.

5. Comply with government procurement rules by participating in training within a small team to ensure uniformity and

operational adherence to rules and guidelines.

6. Identify procurement system improvements or enhancements that could better support business needs; assist with the

support and training of procurement officers in use of systems.

Selection criteria

Essential

1. Working knowledge and experience in applying procurement legislation, policy and rules and the standard suite of

tendering and contract documents to achieve compliance requirements or demonstrated transferable skill sets to an

equivalent standard with the ability to quickly acquire the knowledge.

  1. Demonstrated ability to work as a team member to achieve goals applying initiative, flexibility and prioritisation skills to

ensure deadlines are met whilst being adaptable to change and consistently achieving high standards of accuracy and

attention to detail.

  1. Proven interpersonal and communication skills with the ability to interact effectively with people at all levels, within and

outside of government, including dealing with people of diverse cultures.

  1. Demonstrated knowledge of Microsoft Office software, procurement and contract management systems, Content

Manager information management and/or similar systems.

  1. Ability to effectively use, contribute to enhancements of, and support users in a range of procurement information

systems.

  1. Demonstrated work ethic and attitude which emulates DCDD values of commitment to commitment to service,

innovation, ethical practice, accountability, impartiality, diversity and respectful.

Desirable

1. Certificate IV in Government – Procurement and Contracting.
