Primary objective

The Emergency Management Program leads the Department of Children and Families emergency preparedness, response and

recovery efforts including for the Welfare Functional Group under the Territory Emergency Plan. The Senior Program Officer works

to establish and maintain the agency's capabilities for the implementation of Disaster Recovery Funding and supports emergency

procurement planning and contracting to ensure compliance and readiness.

Key duties and responsibilities

1. Lead and deliver emergency management finance and procurement projects and planning to ensure the Department is

positioned to meet its emergency management responsibilities on activation of the Territory Emergency arrangements.

  1. Establish and maintain professional and productive working relationships with multi-disciplinary, cross sector internal and

external stakeholders.

  1. Provide operational advice and support to leadership relating to all aspects of the Emergency Management program including

grant funded, contracted services and implementation of disaster recovery funding arrangements.

  1. Review systems and processes to ensure effective implementation and compliance of emergency financial measures and

procurement management.

5. Assist in the development, implementation, monitoring and review of a range of operational emergency plans ensuring currency

and compliance with relevant standards.

  1. Represent the Department and/or the Welfare Group in interagency and community contexts including emergency activations.

Selection criteria

Essential

1. Demonstrated ability to lead high level program and planning activities in one or more of procurement, grants, and contract

management, including experience with complex activities.

2. Demonstrated ability and skills in the contribution to policy and procedures development, working with legislative and

regulatory frameworks, interpretation of legislation and program research and planning, implementation, analysis and

evaluation.

  1. Demonstrated understanding of emergency management legislation, financial management legislation and systems, frameworks

and relationships throughout the Australian, State and Territory Governments

  1. Demonstrated high-level communication and stakeholder engagement skills, with the ability to build strategic partnerships,

influence at senior levels, and convey information clearly across diverse audiences.

  1. Well-developed project and organisational management capabilities, including the ability to manage competing priorities, meet

deadlines, and ensure high-quality outcomes in a dynamic environment.

1. Qualifications in a related discipline, such as finance and procurement, emergency management, AIIMS, project management

  1. Hold a current Northern Territory C Class Drivers Licence and able to travel including remote areas in the NT.
