Primary objective

Provide high-level executive support, expertise and project management of strategic health innovation activities that contribute to

the delivery of the NT Cancer Screening Service (NTCSS) unit.

Context statement

The NTCSS supports implementation of the population-based cancer screening programs in the NT. This unit manages multiple

contracts, federal funding agreements and procurement activities that require effective and compliant procurement and contract

management to ensure the goods and services required to enable patient care are sourced in an efficient, effective and compliant

manner. In addition, multiple new screening programs and initiatives introduced over the years have necessitated a re-alignment

of management structures within the unit.

Key duties and responsibilities

1. Provide high-level strategic advice and executive support for the development and implementation of health innovation

projects in the NTCSS

2. Establish a contract and grants management system for NTCSS and support the end-to-end process for NTCSS contracts and

grants

3. Ensure mandated contract management systems are used for managing contracts and record keeping, reporting and

performance management requirements are completed by the contract manager.

4. Lead and project manage (including change management) of an internal position re-alignment project through the project cycle:

Initiating, planning, executing, monitoring and reporting, and closure.

  1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken

in order to ensure high quality, safe services and workplaces.

Selection criteria

Essential

1. Demonstrated high level leadership skills and proven experience in project management throughout the project cycle.

2. Demonstrated high level skills in contract management, grant management and procurement

3. Knowledge of/or capacity to learn, the legislation governing procurement, including policies, procedures and guidelines.

4. Knowledge and experience in HR processes and in leading organisatonal change

5. Proven ability in conducting effective stakeholder consultations and negotiations that achieve improved outcomes.

6. Demonstrated high level experience and knowledge in facilitating and leading change across a complex social, political and

organisational environment.

Desirable

1. Qualifications in Procurement and Contract Management
