Role Purpose
Lead, plan and manage civil construction projects from initiation through delivery, ensuring projects are executed safely, on program, within budget and to specification. Provide leadership across engineering, commercial, safety and stakeholder functions to achieve successful outcomes.
This role requires a highly adaptable leader who thrives under pressure, embraces change, and can balance multiple priorities or handovers while maintaining accountability for results.
Key Responsibilities
Planning & Delivery
- Leading end-to-end project delivery across multiple civil construction projects.
- Developing and maintaining programs, staging plans, and project execution strategies.
- Managing project budgets, forecasts, and financial performance.
- Coordinating subcontractors, suppliers and internal teams to achieve production targets.
- Taking ownership of projects from start to finish or until handover, while staying flexible to move between projects as business needs evolve.
Technical & Project Scope
- Overseeing engineering design interfaces, constructability and technical risk management.
- Ensuring project delivery aligns with GCE's expertise in pipelines, tunnelling/pipe jacking, culverts/structures, bulk earthworks and roadworks.
- Resolving technical issues in collaboration with engineers, consultants and subcontractors.
Commercial & Cost Control
- Monitoring cost-to-complete, earned value and productivity targets.
- Preparing and reviewing RFIs, design clarifications, variations and claims.
- Leading end-of-month reporting, progress claims and procurement oversight.
Quality, Safety & Environment
- Driving compliance with ISO 9001 / ISO 45001 / ISO 14001 systems and client specifications.
- Leading a zero-harm culture: risk assessments, incident investigations and corrective actions.
- Overseeing environmental controls and community obligations across sites.
Stakeholders & Communication
- Leading engagement with clients, consultants, utility owners and regulators.
- Preparing and delivering project progress reports for senior management and stakeholders.
- Building strong relationships and ensuring effective communication across project teams.
- Ensuring smooth transitions when projects are reprioritized or handed over to another manager.
Required Experience
- Minimum 5 years' experience as a Project Manager in civil construction, working in delivery of pipeline, tunnelling, bulk earthworks or similar projects would be a differential
- Demonstrated ability to manage multiple projects simultaneously in a fast-paced, result-driven environment.
- Strong understanding of construction contracts (AS2124, AS4000 or similar).
- Track record of leading teams delivering projects safely, on time, and within budget.
Qualifications & Tickets
- Tertiary qualification in Civil Engineering, Construction Management or related field.
- White Card; current C class driver license.
- Additional safety or management qualifications highly regarded.
Tools & Systems (Preferred)
- JobPac for project cost and commercial management.
- Assignar for workforce, compliance and project scheduling.
- Aconex/CDE for documents and RFIs.
- MS Project (or Primavera) for programs.
- Microsoft 365 (Excel, SharePoint, Teams).
