**Reintegration Strategy Advisor (PLMSP - Palladium)**

**Project Overview**:
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor
- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

**This Opportunity**:
The Reintegration Strategy Advisor will be responsible for providing strategic and responsive advice on Pacific labour mobility reintegration approaches and supporting the development of the PLMSP Reintegration Strategy.
During the period to 30 September 2025 the consultant will have a primary focus on supporting the Reintegration Senior Manager with the coordination, design and documentation of the PLMSP Reintegration Strategy and supporting the team’s efforts in delivering country level reintegration analysis.

The development of the PLMSP Reintegration Strategy will be informed by the lessons learned from the preceding Pacific Labour Facility (PLF) reintegration efforts and the growing body of data and evidence generated within, and external to PLMSP. The adviser must have excellent report writing, structure, editing and written communication skills.

**Primary Duties and Responsibilities**:
The Reintegration Strategy Advisor will be responsible for:

- Lead a rapid review of current PLMSP reintegration initiatives and relevant data.
- Collaborate with the team to generate innovative ideas and concept notes.
- Support the drafting of the Reintegration Strategy, including frameworks and implementation plans.
- Provide technical advice and support to PLMSP staff on reintegration programming.
- Develop and coordinate stakeholder mapping and engagement plans.
- Contribute to strategic communications that highlight reintegration outcomes.
- Facilitate training and sense-making sessions for staff.
- Promote the use of AI, data, and technology to enhance reintegration efforts.
- Mentor junior colleagues and support onboarding and internal training.
- Ensure alignment with DFAT policies and ethical standards.
- Represent Australian development priorities and values.
- Travel locally and internationally as required.

**We are seeking an individual who**:

- A postgraduate degree with an international development, social sciences, economic development and business innovation focus, and/or related degree.
- At least 10 year's demonstrated experience in designing and implementing social and economic strategies, policies and programs in international contexts.
- A strong understanding of labour mobility, particularly reintegration issues in the Pacific region and the associated challenges and complexities.
- Extensive experience coordinating, developing and documenting strategies, preferably in the international migration and labour mobility context.
- Excellent report writing structure, editing and written communication skills are essential.
- Proven ability to coordinate activities across relevant agencies and organisations and develop strong and active working partnerships with a diverse range of stakeholders working across the PALM ecosystem.
- High level communication, interpersonal and cross-cultural skills that enable successful outcomes.
- Demonstrated ability to monitor and evaluate activity progress and identify risks.
- Extensive demonstrated experience working in the Pacific.
