**Who we are**
The People, Property and Security Division works in partnership to deliver strategic and operational workforce services that enable organisational capability. This includes integrity; conduct; fraud and corruption; performance management; rehabilitation management; recruitment; learning and development; inclusion and diversity; workforce planning and analytics; workplace relations; people support; culture and change; workplace health and safety, property and security.
The Integrity Branch sets the integrity policy framework and works with internal stakeholders to build a pro-integrity culture through positive workplace values and behaviours. Integrity Branch is responsible for the management of personnel security risk and works to prevent, detect and respond to internal fraud, corruption, misconduct, and insider threat. Integrity Branch is comprised of three sections, with vacancies currently within the Conduct & Integrity Coordination; Integrity Investigations & Prevention; and Personnel Suitability. The merit pool established from this process may be used to fill future ongoing vacancies in the Branch where the duties are of a similar nature.
The Integrity Coordination team oversees and manages the handling and assessment of complaints and liaises with key stakeholders. The section also works collaboratively with the other sections of the branch to provide education and guidance to departmental employees and managers on the integrity matters.
The Integrity Investigations & Prevention Section is responsible for conducting investigations into allegations of fraud and corrupt activity by departmental employees and responding and mitigating risk to the department from this activity. The section also manages the department’s internal fraud and corruption control program, including risk assessment and management, in addition to coordination of the department’s Public Interest Disclosure (PID) framework, and the department’s national security foreign interference risk engagement program.
The Personnel Suitability Section is responsible for managing security risks that are presented by people, throughout the employment lifecycle. The section establishes the department’s personnel security policies and works collaboratively with a range of internal and external stakeholders to coordinate requirements and manage personnel security risks for pre-employment screening, ongoing suitability, and upon separating from the department. This section manages the coordination of security clearances, tailored security advice, annual reporting against the Protective Security Policy Framework (PSPF), and the detection and monitoring of user activities on department systems.
**The Job**
The Integrity Branch currently has five vacancies at the EL1 level, across three distinct sections. Each role has specific duties relevant to the section of either Conduct & Integrity Coordination; Integrity Investigations & Prevention; and Employment Suitability. Depending on which of the vacancies your interest and experience is, your role will include the following broad duties:
- fostering a culture of professionalism, inclusiveness, respect, and pride in the delivery of high-quality work
- building strong and trusted relationships with key internal and external stakeholders such as the Australian Government Vetting Agency (AGSVA), the Australian Commission for Law Enforcement (ACLEI); or the Office of the Merit Protection Commissioner
- providing comprehensive quality assurance to ensure defensible decision making with the section’s area of responsibility
- leading and mentoring multidisciplinary teams undertaking roles specific to one of the three sections within the branch such as complex fraud and corruption or Conduct investigations; prevention outreach; employment suitability; personnel security management or review of actions into administrative decisions
- coordinating the development and delivery of the department’s program of Integrity related work such as the Fraud and Corruption Control Plan and Risk Assessment; Personnel Suitability/Security initiatives; or Complaints handling and investigative case load
- engaging across departmental business areas on integrity related program of work such as assisting areas to develop and implement effective fraud and corruption risk mitigation measures, and delivery of presentations to raise awareness of integrity matters to reduce risks across the department
- drafting and clearing briefs for the Senior Executive Service cohort, including ministerial briefs, papers for various Committees and governance frameworks
