About the Role

The Director, Technical Operations will play a critical role in supporting the National Manager, Collection Operations in driving the strategic direction and development of the Australian Criminal Intelligence Commission's (ACIC) technical surveillance, digital forensic, and covert technical development capabilities.

This role requires strong collaboration skills within the intelligence operations group, across the agency's divisions, as well as with national law enforcement and intelligence partner agencies.

Key Responsibilities
  • Develop and implement a nationally consistent covert technical operations capability to ensure uniformity throughout the ACIC, including business standards, legislation, compliance, and operational practices.
  • Provide advanced understanding of related covert technical capabilities, techniques, and compliance and legislative frameworks to deliver against the agency's intelligence requirements.
  • Set strategic direction, vision, and priorities, and establish effective business processes for the section.
  • Manage, develop, and lead nationally dispersed specialized technical teams, ensuring development and coordination of the ACIC's intelligence collection capability, including effective resource allocation and performance management.
  • Lead and support strategies, methods, and infrastructure used by the ACIC to comply with operationally relevant legislation, such as the Surveillance Devices Act 2004 and certain aspects of the Crimes Act 1914.
  • Drive operational capability and development by maintaining awareness of current advancements in technical surveillance, covert collection methodologies, forensic procedures, and relevant technical infrastructure to ensure effective techniques are used to deliver the agency's operational capability.
  • Establish and maintain stakeholder relationships with Commonwealth, law enforcement, and intelligence partner agencies, as well as private industry.
Requirements
  • Demonstrated experience in applying covert collection methodologies, including advanced knowledge of technical surveillance and forensic processes and techniques, operationally relevant legislation, and the ability to translate this knowledge into innovative best practice business processes.
  • Highly developed verbal and written communication skills, with the ability to confidently communicate at all levels, as well as strong interpersonal skills, including the ability to lead an operational technical team and meet deadlines.
  • Demonstrated ability to use sound judgment to analyze operational practices, assess and manage risk, and implement changes to deliver operational and strategic outcomes.
  • Demonstrated experience developing and managing complex internal and external stakeholder relationships.
  • Strong interpersonal skills, including the ability to develop and maintain productive working relationships, including with geographically dispersed teams.
  • Demonstrated knowledge and prior practical experience in a law enforcement and/or intelligence environment, including a detailed understanding of intelligence collection techniques and methodologies in direct support of complex intelligence gathering activities.

  • Citizenship: To be eligible for employment with the ACIC, applicants must be an Australian citizen.
  • Security Clearance: The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
