Primary objective

Lead and manage research and critical analysis of economic regulation for the electricity, ports, water and sewerage

industries. Develop and communicate clear, concise and evidence-based solutions, advice and reports to the Commission,

and stakeholders from economic, compliance, legal and technical perspectives.

Context statement

The Commission is an independent statutory authority responsible for the economic regulation of electricity, ports, and

water and sewerage industries in the Northern Territory. The Commission aims to protect consumer interests in terms of

price, reliability, and quality. The Commission is supported by staff seconded from the Department of Treasury and Finance,

and offers meaningful work in a small, positive team environment.

Key duties and responsibilities

1. Lead and manage research and critical analysis of complex and non-complex matters.

2. Develop and communicate accurate, clear, concise and evidence-based solutions, advice and reporting to the

Commission, and stakeholders, regarding complex and non-complex matters.

3. Establish, build and maintain appropriate, professional and productive relationships with senior industry and government,

and other relevant stakeholders.

4. Lead and manage the planning and execution of major reviews and multifaceted projects, including the management of

budget and other resources, such as expert consultants.

5. Provide support to supervise and develop, and assist in the management and leadership of other team members.

6. Assist the Director in managing the administration of the Commission and Commission office, and act as a proxy for the

Director as required.

Selection criteria

Essential

1. Demonstrated ability to research, critically analyse complex information or data, and provide high quality and evidence-

based advice on complex economic, compliance, regulatory or legal matters.

2. Proven high-level written and oral communication skills, including ability to communicate complex matters in an accurate,

clear, concise and audience appropriate manner.

3. Demonstrated ability to work as a member of a small high-performing team, self-motivate, establish and manage

competing priorities, and manage, lead and develop other team members.

4. Demonstrated ability to think strategically and develop innovative solutions to complex problems.

5. Strong interpersonal skills, including demonstrated ability to engage and negotiate effectively, professionally and

appropriately with senior level stakeholders, and members of the public.

6. Demonstrated ability to plan and execute major reviews or multifaceted projects, as well as an ability to manage budget

and other resources, including experts consultants.

Desirable

1. Tertiary qualification in economics, commerce, law, public policy or administration, or relevant discipline.

2. Knowledge and experience in the regulation of essential services, utilities, monopoly industries, or other relevant or

analogous industry or field.
