Primary objectives
Provide high level coordination, secretarial support and management of the NT Heritage Council. This includes assisting Council to meet
statutory deadlines and decision making; provide effective management of financial systems including the grants system which involves
developing agreements, monitoring, schedule of payments; provide assistance to the Director in the production of Council
correspondence, reports, minutes, and ministerial and CEO briefs; and manage clients such as grant recipients.
Context statement
The Heritage Branch is responsible for providing high level expert advice to the Department, Minister, Heritage Council, stakeholders and
the general public on heritage matters. The Branch provides high level secretarial services to the Heritage Council which is a statutory
authority with decision making duties. The Branch administers the Heritage Act 2011 and the Underwater Cultural Heritage Act 2018,
financial assistance programs, provides support and services to the Heritage Council and conducts investigation and compliance duties.
Key duties and responsibilities
1. Provide executive level secretariat service to the Heritage Council including coordination and preparation of agenda papers,
presenting to Council on administrative and procedural matters, minute taking, and organising meetings including travel and
logistics.
- Administer the NT Heritage Grant Program including the rate relief program. Requires a high level of financial management and
accountability. Involves managing stakeholder/customer relationships.
- Prepare payment of grants and other accounts according to Departmental and Government procedures and Treasury Directions. Work
with the Director to strategically manage income and expenditure streams across multiple cost codes.
- Conduct administrative tasks including general record keeping, updating website information, raising external grant invoices and
providing team advice and guidance on government administrative processes.
Assist in developing and producing Heritage Branch and Heritage Council correspondence and reviewing briefs and reports.
Contribute to the improvement of systems, policies and procedures by, amongst other methods, liaising with other business units, for
example the NT EPA Coordinator and Environment and Heritage Division.
Selection criteria
Essential
1. High-level interpersonal and communication skills to interact effectively with the Heritage Council, senior executives, and a diverse
range of audiences, including industry representatives, clients, the community, and people of diverse cultures.
2. Well-developed organisational, time management, and administrative skills to complete tasks effectively, with the ability to manage
multiple competing priorities and meet deadlines.
3. Extensive knowledge of financial management and reporting frameworks, including knowledge of the Financial Management Act and
associated policies and procedures.
- Comprehensive knowledge and understanding of government and legislative processes, including Ministerial, Cabinet, and associated
parliamentary processes and protocols.
5. Demonstrated experience of board management governance and practices including fundamentals of quorum, decision making, minute
taking, and conflicts of interest.
Desirable
1. A comprehensive understanding of the NT Heritage Act, including the legislative obligations of the Heritage Council, Minister, legislated
timeframes and the complex role of the Department in the administration of the Act.
