Primary objective

Provide high level strategic policy advice, conduct and contribute to complex research and analysis in relation to the development,

implementation and review of strategic environmental management and climate change policies and legislative reforms.

Context statement

This position leads and undertakes strategic policy development, analysis and review for the Environment Division, Northern

Territory Environment Protection Authority (NT EPA) and NT Government to deliver environmental, resources and climate change

policy programs and initiatives.

Key duties and responsibilities

1. Identify and lead research and analysis of highly complex and sensitive policy issues, identify options and develop innovative,

practical, effective and durable strategic policy solutions to improve environmental management and respond to climate change

in the Northern Territory.

  1. Promote and support the adoption and implementation of existing policies and conduct reviews and evaluations of existing

policies and legislation to inform future policy development and legislative reforms.

  1. Lead and conduct consultation and negotiation with stakeholders on complex policy issues. Establish and maintain effective

collaborative relationships with internal and external stakeholders at all levels.

  1. Coordinate policy and regulatory reform across the Department and represent the Department on cross agency and national

working groups and committees.

  1. Prepare and present complex reports, briefings, cabinet submissions, and drafting instructions on policy issues and initiatives,

and proposed legislative reforms.

  1. Lead and manage the Environment and Climate Policy Unit. Build and share own policy expertise and subject matter knowledge

relevant to the work of the Department and NT EPA within the Team and across the Division.

Selection criteria

Essential

1. Proven ability and experience in defining policy problems, conducting research and analysis and identifying suitable and

pragmatic legislative, regulatory and policy solutions to complex and politically sensitive issues, preferably within the areas of

environmental management, resource management and climate change, within tight timeframes.

  1. Proven ability and experience in leading, managing and coordinating multiple complex policy projects to ensure that appropriate

policy and legislative solutions are identified and delivered within specified timeframes.

  1. Highly developed oral and written communication skills, with strong influencing skills to negotiate and work at a senior level,

across all tiers of government, industry and community stakeholders to resolve complex and sensitive policy issues.

  1. Politically astute and pragmatic in the provision of advice with the demonstrated ability to be innovative while maintaining the

highest standards of ethics and accountability and resolve conflicts in a socially, economically and politically complex

environment.

  1. Demonstrated experience in leading multi-disciplinary teams to deliver outcomes under pressure with changing priorities and

stringent deadlines in a challenging environment.

1. Knowledge and understanding of government deliberative and legislative processes.
