Primary objective

The Senior Policy Officer provides high level strategic coordination advice, research and support on a wide variety of policy governance,

development, review and publishing activities. This includes advice regarding national and Northern Territory imperatives and other policy

mechanisms that are managed by the QSR – Operational Policy team.

Context statement

The Quality Standards and Regulation division strengthens outcomes for children and young people through robust education and care

compliance, standards, and regulation. QSR works with stakeholders to support the Territory's education and care sector to operate

effectively within legislation, policy and best practice.

Key duties and responsibilities

1. Provide high level strategic advice and information on the policy governance, development, review and publishing cycle to Department

of Education policy owners to enable delivery of multiple, simultaneous policy activities including the responsibilities as custodian of

the Policy and advisory library.

  1. Provide high level support to policy owners by developing, preparing and supporting policy governance, development, review and

publishing activities.

  1. Provide effective management of identified policy development or review activities that includes advice and support regarding the

policy governance, development, review and publishing cycle.

  1. Foster effective collaborative partnerships and consult across the agency in the development, maintenance and evaluation of policy.
  2. Research and prepare high level reports, implementation plans, Cabinet and Ministerial correspondence, briefing notes, public

documents, monitoring and evaluation reports and other materials relevant for consideration of Directors, Executive Directors,

Department of Education Executive or the Minister.

Selection criteria

Essential

1. Sound strategic and conceptual planning and research skills in a multi-disciplinary environment and demonstrated ability to exercise

strong professional judgement when providing advice to facilitate effective decision making across a number of teams.

2. Demonstrated ability to articulate ideas clearly and fluently, both orally, in writing and visually, to support informed decision-making

linked to policy governance, development, review and publishing.

3. Well-developed knowledge of policy governance, development, review and publishing processes and tools; including an ability to

develop creative and flexible approaches to challenging issues, demonstrated flexibility in planning and managing workloads and task

completion against changing and competing demands to meet tight deadlines.

  1. Well-developed knowledge of computer packages and systems, including Microsoft Office suite, NTG processes and TRM, or similar

systems.

  1. Demonstrated high level interpersonal and negotiation skills, and an ability to interact effectively with people from diverse cultures to

build and maintain effective networks with a range of internal and external stakeholders and clients.

Desirable

1. Knowledge regarding NT and national education trends, policies and developments and the NT school environment to contribute to

the development of QSR support strategies and initiatives.

  1. Knowledge of relevant acts and regulations and the Department of Education's strategic policy as it influences operational policy.
