Primary objective
The Manager, Policy and Secretariat provides senior leadership and overall management of the policy and secretariat section of the
Teacher Registration Board including management of all aspects of the Board's development and implementation of policy to support the
work of the Board. This position reports to the Director.
Context statement
The Office of the Board supports the Teacher Registration Board of the Northern Territory, an independent statutory authority established
under the Teacher Registration (Northern Territory) Act 2004. The Board is responsible for maintaining teacher registration and upholding
teacher standards in the Northern Territory, including managing professional conduct matters, accrediting initial teacher education
courses, supporting teachers at all career stages, and certifying Highly Accomplished and Lead teachers.
Key duties and responsibilities
1. Lead the development and management of Board policies and procedures through consultation with stakeholders, ensuring
consistency with national standards and legislative obligations.
2. Prepare high-level advice, Ministerial briefings, and reports for the Board and Director on regulatory and strategic matters.
3. Oversee information governance and security protocols to ensure compliance with Northern Territory and Commonwealth
confidentiality requirements.
4. Deliver high-level secretariat support to the Board, including meeting coordination, statutory appointments, Cabinet and Executive
Council processes, and liaison with the Minister's office.
5. Manage Board member induction, rotation, stakeholder relationships, and annual performance evaluations.
6. Maintain accurate registers of material interests, risks, policy precedents, and audit-related processes such as annual returns and
reporting.
Selection criteria
Essential
1. Highly developed expertise and experience in policy analysis, research and development in statutory or comparable policy areas,
including the provision of high-level strategic policy advice and ability to identify new policy approaches.
2. Demonstrated ability to interpret legislative provisions and operate in accordance with relevant legislation, including a demonstrated
understanding of administrative law principles.
3. Demonstrated experience and oversight of governance in relation to a Board including the ability to coordinate administrative
processes under legislation and in accordance with protocol.
4. Highly developed interpersonal and communication skills, with the ability to articulate ideas clearly and fluently, convey complex
information in a range of styles for a range of audiences.
5. Demonstrated ability to build and maintain effective networks with a range of internal and external stakeholders and interact
effectively with people from diverse cultures.
6. Demonstrated human and resource management skills including the ability to maintain confidentiality, secure information, take
direction, and manage competing deadlines and workloads for team members that enable timely responsiveness in meeting external
demands and expectations.
Desirable
1. Tertiary qualification in public policy, governance, human services, law or other relevant discipline.
