Primary objective
Provide leadership and management of the Environmental Assessment Unit and ensure the delivery of timely, efficient and appropriate
environmental impact assessment services on behalf of the Northern Territory Environment Protection Authority (NT EPA).
Context statement
The Environmental Assessment Unit is a small team with a range of technical skills and experience that provides support to the NT EPA
in administering its statutory functions under the Environment Protection Act 2019 (NT) and support the Northern Territory Government's
responsibilities under the Environment Protection and Biodiversity Conservation Act 1999 (Cwth) bilateral agreement.
Key duties and responsibilities
1. Lead and manage the Environmental Assessment Unit to support the NT EPA administer its statutory functions.
- Provide leadership and coordination relating to environmental assessment policy and strategy within the Department and across
Government. Lead cross agency teams to obtain advice and manage environmental impact assessments.
- Deliver timely, appropriate and effective high-level advice on environmental assessment matters that recognise the Northern
Territory's environmental, political, social and cultural contexts.
4. Effectively represent the Northern Territory's interests in negotiations with the Commonwealth and other jurisdictions in relation to
environmental assessment.
5. Provide high level, strategic advice to the Chair NT EPA, NT EPA Members and Executive Director Environment and Heritage and
participate in the effective management of the Environment and Heritage Division as a senior manager.
6. Liaise with and advise proponents, business, government agencies and the public in relation to environmental assessment.
Selection criteria
Essential
1. Tertiary qualifications in environmental science, engineering, natural resource management or in environmental law / economics or a
related field.
2. Demonstrated leadership experience in the delivery of environmental impact assessment.
3. Highly developed understanding and appreciation of the environmental, social and economic policies and priorities of the Northern
Territory as they relate to environmental assessment matters.
4. Superior stakeholder management, engagement skills, interpersonal and communication skills, including demonstrated ability to be
persuasive, influential and a successful negotiator, ability to interact effectively with people of different cultures.
- Demonstrated experience in providing accurate, strategic and timely written communication and superior skills in preparation of
complex briefings and submissions.
6. Comprehensive knowledge and understanding of the Northern Territory environmental management policy and regulatory framework,
including in depth working knowledge of the Environment Protection Act 2019 (NT), or similar legislation in another jurisdiction, and
the Environment Protection and Biodiversity Conservation Act 1999 (Cwth).
- Conceptual, analytical and problem-solving skills of a high order.
- Provide leadership, policy advice and guidance in identifying and managing WHS issues as they apply to the workplace and workplace
activities of employees and stakeholders.
