The primary purpose of this position is to coordinate, lead and manage the Councils Waste
& Resource Strategy, asset and environmental management and policy program area.
The role is also responsible for community education programs and undertaking service
reviews and making recommendation on service changes.

**KEY RESPONSIBILITIES
- Development and co-ordination of waste & resource management strategy, asset

management plans, environmental plans and policy.
- Waste and resource education, advocacy and engagement, including compliance

planning, industry and stakeholder engagement.
- Provide technical expertise, policy and strategic support to key major contracts to

ensure ensure Council’s waste and resource management outcomes are delivered.
- Development and co-ordination of industry, community and government waste and

resource management partnerships which support the delivery of Council’s
sustainable waste and resource management outcomes.

**SPECIFIC RESPONSIBILITIES**

The Directorate operates within a dynamic and responsive working environment that
revolves around the requirements of the Council, Councillors, other agencies and the
community.

1. Leading the development of policy, systems and processes to deliver Council’s

sustainable waste and resource management outcomes.
- Develop, co-ordinate and provide technical expertise, policy and strategic support

to the delivery of the BMCC Sustainable Waste and Resource Management
Strategy.
- Develop and deliver, or provide technical expertise, policy and strategic support to

the delivery of, advocacy, stakeholder engagement and partnership programs
which support BMCCs sustainable waste and resource management outcomes.
- Identify current and emerging trends and issues relating to sustainable waste and

resource management and develop responsive strategy and policy to ensure
BMCCs sustainable waste and resource management outcomes are delivered,
including setting appropriate levels of service.
- Ensure Asset Plans, Environmental plans and Service Plans are consistent with,

and deliver strategic policy outputs and outcomes;
- Identify asset needs and develop strategies to address those needs;
- Prepare, implement and report on the Sustainable Waste & Resources service plan

and budgets;
- Coordinate the collection and interpretation of waste management statistical data

and provide regular reports to the Manager/Council; and
- Establish fees and charges according to the Council’s corporate pricing policies.

2. To manage and provide high-level specialist advice and policy development for
Council’s sustainable waste and resource management programs. This will include:

- Presentations to the Executive Leadership Team and Councillors on sustainable

waste and resource management policy and strategic issues;
- Development and presentation of Council positions to other Branches/Groups of

Council, consultants, Government Departments, community groups and members
of the public as necessary and undertake ongoing liaison, advice and networking;
- Provision of timely input into corporate projects as required;
- In relation to sustainable waste and resource management, preparation of Council

positions on any proposed legislative changes and represent Council at working
groups; and
- Representation of Council or the Branch internally or externally as required,

including out-of-hours meetings and committees.
3. To lead, motivate and coordinate the Program team** **to ensure that all projects and

activities are undertaken in an efficient and cooperative manner by:

- Monitoring and review of the training and performance of all staff to ensure that

staff related policies and objectives are met;
- Counselling, guiding, and when necessary, disciplining staff; and
- Mentoring staff to ensure that they are given the opportunity to reach their

professional potential.
- To maintain current knowledge of Waste & Resource Management issues by:

- Actively communicating/networking with waste & resource industry peers,

associations and organisations (such as the WMAA and NetWaste);
- Keeping up to date with technological, legislative and other changes affecting the

operations and responsibilities of Council’s Waste & Resources Programs and;
- Sharing information with members of the Program team and Branch.

4. To ensure that effective communication is established/maintained with clients and the
community by:

- Promptly investigating and resolving complaints about Program services, activities

and personnel;
- Promptly preparing correspondence, Council reports, media releases as

required/direct
