**POSITION PURPOSE**

The Program Leader - Residential Development Assessment will exercise team management
responsibilities and will take the lead in the day-to-day work of assessing residential
our branch objectives being excellent built and environmental outcomes, outstanding

Scope of responsibility includes residential development and associated structures. There are
also opportunities for this position to oversee the delivery of:

- Certification services related to the development, construction and occupation of buildings.
- Development advice to prospective applicants.

A prime accountability will be to deliver professionally sound development assessment
services in a collaborative and inclusive manner and to collaborate with the branch leadership
team in the provision of operational support to the Branch Manager.

The incumbent brings expert technical, sound business management, systems development
and human resource skills to the Branch. The role also ensures that Council’s regulatory
obligations are met in accordance with the appropriate legislation, that there is transparency
in process and a customer focus in the delivery of services.

Government authorities, applicants for development,
builders, consultants, Council’s legal advisors.**
**KEY RESPONSIBILITIES**

**Operational Management**

The primary responsibilities and functions are:

- Provide expert technical and operational support to the functional areas of responsibility;
resolve complex and diverse issues.
- Develop and implement strategies for optimising and monitoring efficiency, compliance

and performance in the provision of regulatory services.

the Branch and other matters as provided under relevant delegations.
- Use expert knowledge of relevant legislation to monitor and incorporate any relevant

legislative changes into operational practice.
- Promote continuous improvement and quality customer service within the Branch.
- Contribute and / or develop Council wide strategies and systems when required.
- Manage responses to Councillor enquiries, outstanding correspondence and Local

Planning Panel reports processed by the team.
- Represent Council in legal matters relating to the functional areas of the Branch from time

to time.
- Monitor work programs, identifying potential problems and develop appropriate responses

to situations.
Potential responsibilities also include:

- Develop and implement strategies to maintain contestable certification services.
- Oversee the provision of development advice to prospective applicants via a day to day

**People Management**
- Manage workloads, ensure consistency between business strategies, culture and

performance.
- Provide expert specialised guidance and leadership to other officers in relation to the

functional areas of the position.
- Motivate and manage the team to ensure performance standards and outputs are

achieved.
- Review the performance of team members and provide support and coaching to ensure

alignment with business directions.
- Create a learning environment to develop skills, knowledge and harmony amongst

members.
- Liaise with the Branch Manager to resolve complex and diverse issues.
- Maintain a close relationship with the teams within the Branch and with the other Branches

within the Directorate to ensure that programs are coordinated and that business
objectives are achieved.
