
Waste Assets Coordinator

The purpose of this position is to plan, develop and manage the infrastructure and
operational assets that support the Waste Resource Management Service, including
Service operations and Resource Recovery & Waste Management Facilities
(RR&WMFs), ensuring compliance with relevant legislation, Council policies,
management systems and objectives.

**SPECIFIC RESPONSIBILITIES**
**Asset Management**
- Formulate and report on long-term strategic recommendations related to the
ongoing operation and management of Council’s Waste Resource Management
assets and services.
- Review and update the Strategic Asset Management (SAM) Plan for Waste
Resource Management Service assets.
- Establish, and regularly review, a “risk-based” priority schedule of proposed asset
management protocols and responses/actions.
- Coordinate the planning and review of the Resource Recovery and Waste
Management Facilities: in particular, the landfill infrastructure at the Blaxland
Resource Recovery & Waste Management Facility. This includes airspace
consumption monitoring, filling/staging plans, new cell construction works,
intermediate and final capping and remediation works, financial modelling and
contract management.
- Maintain the record, and categorisation, of all Service assets including, but not
limited to:
- Small plant and tools
- Plant
- Vehicles
- Roadways and pavements
- Buildings and structures
- Fixed equipment (for example emergency lighting, fire suppression fixtures,
- CCTV components, traffic lights and boom gates, etc.)
- Portable assets (for example fire extinguishers, spill kits, etc.)
- Drainage infrastructure (stormwater and leachate)
- Landfill cells and resource recovery structures/facilities
- Landscaping
- Fencing and barriers
- Coordinate the development of inspection and maintenance schedules as
appropriate.
- Coordinate, and maintain records of, periodic asset inspections in accordance with
the approved schedules.
- Coordinate 6-monthly condition reports on all assets.
- Update corporate and Service asset schedules/registers.
- Investigate and recommend operational systems/technology improvements (for
example energy and water conservation).
- Identify maintenance requirements and assist in the development of maintenance
budgets for the Manager’s approval.
- Identify and record service and maintenance contract requirements and liaise with
the Contracts and Business Support Officer to develop appropriate documentation
to engage contractors and/or consultants.
- Assist in the development and implementation of the Waste Management Facility
Cost Model.
**General**
- Ensure compliance with all Council requirements for accounting and purchasing
systems related to the procurement of goods and services, including the
warehouse systems.
- Integrate quality, environmental and safety performance into all activities to ensure
that corporate and statutory outcomes are met.
- Contribute to the preparation and review of Waste Resource Management policies
and strategies.
- Liaise with relevant Council staff, consultants, contractors, state government
agencies and authorities and community groups as required.
- Provide specialist/technical advice and services to the Program Leader, Waste &
Sustainability, and the Service Management Team, as required.
- Actively participate in regular Team/Service meetings with other team members
and represent the Service on Asset Management issues as required.
**Workplace Health & Safety**
Ensure compliance with WHS obligations and responsibilities as outlined in Council’s
policies and procedures and under the relevant WHS legislation. These include but,
are not limited to, identifying potentially unsafe situations or work practices and
notifying your Supervisor or Manager (or the Health, Safety Manager/Area Safety
Representative); never performing a task that you believe is dangerous or for which
you do not have the experience, or have not received appropriate instructions and
training or where the correct equipment to carry out the task safely is not available;
always work in a safe manner and in accordance with safety instructions, where
applicable; use the work equipment supplied for the job, in accordance with the
manufacturer's instructions), and any personal protective equipment, which the
