
Program Leader, Natural Area Visitor Facilities

To lead and manage Council’s Natural Area Visitor Facilities (NAVF) program,
including undertaking strategic master planning of key Natural Area Visitor precincts
and delivery of an extensive capital works and maintenance program.
- To manage a dynamic portfolio of grant funded Natural Area Visitor precinct upgrades
and Natural Area Visitor Facilities upgrade projects to enhance visitor experience and
improve accessibility.
- To procure and manage internal and external funds and/or resources to deliver
Council’s Natural Area Visitor Facilities and Natural Area Recreation program.
- To develop and implement strategies, programs and projects that provide sustainable
nature-based recreation opportunities for a range of outdoor pursuits in line with
current community needs
- To provide specialist advice on nature-based tourism, management of nature-based
recreation activities, natural area visitor infrastructure and leasing and licensing on
public land.

**KEY RESPONSIBILITIES**
The **key responsibilities **for this position include:
- Coordinate, manage and lead NAVF staff in their management of Council’s extensive
Natural Area Visitor Facilities asset, which includes 135 km of walking track, 95
lookouts, 5 campgrounds, picnic areas and associated infrastructure.
- Develop and co-ordinate deliver of strategies policies and programs to support
Council’s management of natural area visitor facilities and nature-based recreation.
- Coordinate, lead and manage staff to deliver a substantial annual capital works and
maintenance program for built NAVF infrastructure in council’s bushland reserves.
- Coordinate, lead and manage staff to protect and conserve European cultural heritage
on Council managed lands.
- Lead and supervise project delivery, including management of contractors and
consultants, procurement, contract management, financial management, monitoring
and reporting.
- Provide specialist advice or services on visitation management, nature-based tourism,
management of nature-based recreation activities, natural area visitor infrastructure
and leasing and licensing on public land to internal and external clients
- Manage licensing, regulation and compliance for natural areas and the investigation,
reporting and resolution of environmental complaints or other matters.
- In consultation with the Branch manager, develop and present Council positions to
other Branches/Groups of Council, consultants, Government Departments, community
groups and members of the public as necessary and undertake ongoing liaison, advice
and networking.
- To represent Council at high level, regional and State strategic environmental
committees and local public or community group meetings, including out-of-hours
meetings.
- Coordinate, lead and manage staff during emergency events such as bush fire, storms
and pandemic to support the response by Council and other emergency services and
to protect public safety and property.
- Keep up to date with legislative and other changes affecting operations and
responsibilities of the Branch and prepare advice on Council positions on such
matters.
- Prepare correspondence, Council reports, media releases as required/directed.
- Prepare, implement, and report on the NAVF component of the Branch business plan
and budget, and to secure external funding in support of Branch functions.
- Conduct annual staff performance reviews in a timely manner ensuring that all staff
being managed is suitably skilled and competent, develop annual work programs and
receive appropriate training to develop into a highly skilled multidisciplinary team that
delivers on key Branch outcomes.
- Keep the Manager informed on all matters which are likely to impact on the Team,
Branch or Group in the short or long term.
- Act as the Branch Manager as required.
