With a current population of almost 160,000 and strong population growth forecasts, the Council is forward thinking, engaged and focussed on enriching community lifestyles operating under the four principles of sustainability of balancing decisions through consideration of environmental, community, economic and governance impacts. **About the Position** The Service Manager - IT Portfolio Delivery is accountable for the planning and delivery of RCC’s IT Portfolio of programs and projects in support of Council’s Information Management / Digital Transformation Strategy. As part of this accountability, the role is responsible for establishing leading practice IT portfolio, program and project management frameworks, systems, processes and the associated body of knowledge, and for ensuring appropriate alignment with RCC’s corporate reporting processes and Portfolio Management function. As a key member of the Information Management Leadership Team, the Service Manager supports the Chief Information Officer and the wider Information Management Unit, through provision of specialist advice, guidance, deliverables and process improvement relating to IT portfolio/program/project management, demand management, IT vendor management and IT asset management. **About You** As a skilled IT Portfolio Delivery Manager, you will be able to demonstrate the following key criteria - Establish, maintain and lead the IT project delivery framework to ensure consistent, reliable and cost-effective project delivery. - Work collaboratively with audit and risk functions within Council to ensure appropriate assurance and risk management mechanisms and controls are in place. - Develop key workforce management capabilities, systems and processes across the IT unit, including skills analysis, scheduling, resource management, work allocation and performance management. - Contribute to the development and annual update of 10-year capital and operating plans for IT. - Ensure all procurement, resource engagement and expenditure is in accordance with Council’s procurement and human resources policies, procedures and delegations, and delivers value for money outcomes to the Council and Community.
