The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force (ABF), an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The ABF's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
Branch Overview:
The Australian Border Force (ABF) College forms part of Workforce Command and has been established to deliver the ABF with a governance and policy framework for equipping officers for the exercise of their statutory powers and training them with the relevant and approved skills and equipment to undertake their duties. The Branch is a key enabler in ensuring the operational workforce is ready to meet the challenges of the ABF’s current and future operating environment.
The Branch is managed by an ABF Commander, who oversees the delivery standards of all initiatives the branch is accountable for. The Commander ABF College, leads a team of executive level staff responsible for both the delivery and development of policy and supporting practices.
The Branch is responsible for raising, training and sustaining the ABF workforce and supporting its law enforcement capability. The Branch provides career management support; workforce planning and development recruitment specifically in relation to meeting ABF’s workforce capability and operational needs; and a national standardised approach to training to ensure the ABF officers have the right skills to do their jobs.
Section Overview:
The Operational Safety Training Unit (OSTU) delivers operational safety (use of force) training programs to Border Force Officers. It designs, develops, implements, reviews and administers the operational safety training curriculum under the ABF College policy framework with endorsement from the Operational Safety Committee.
OSTU contributes to the ABF Workforce Command, maintaining effective states of operational readiness to conduct operations and to respond to significant incidents at the border. OSTU’s role is to ensure that appropriate operational safety training is provided to officers for a variety of roles and functions to maintain a safe operational environment. To achieve this, the unit works closely with internal and external stakeholders, to continually update the content and delivery of our training, to meet current and emerging operational requirements and best practice methodologies.
**About the role**:
The Inspector OSTU/Chief Instructor (CI) within the ABF College, is responsible for the management of training solutions to support the ABF in achieving its operational priorities and continued development, as one of the key law enforcement agencies within the Department of Home Affairs.
Inspector OST will ensure that all necessary administration is conducted in line with organisational policies and procedures, and will constantly strive for efficiency and accuracy while ensuring that training governance and records are maintained to a standard that anticipates and welcomes a high degree of scrutiny though internal quality assurance, external audit or coronal investigation.
In collaboration with other OSTU Inspectors, the CI will ensure that a collaborative approach to training development and delivery is taken at all times, and that training is delivered to a consistent high standard across the organisation. Inspector OST will lead a team to develop and deliver training programs that support the strategic direction of the organisation, and that are flexible to support changes to evolving operational priorities and environments. The CI is an excellent communicator, and is able to confidently brief a variety of audiences, from a Border Force Recruit, through to the Senior Executive. The Chief Instructor can succinctly explain complex issues, and is comfortable in making, and subsequently implementing recommendations that will invoke positive change within the organisation.
