The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force (ABF), an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch and Section**:
We are seeking a dynamic, innovative and collaborative person to support the Privacy and Information Disclosure Section in the Data Governance Branch, Data Division.

The mission of Data Division is to maximise the availability, trust in and legitimate use of data and analytics by the Department and the Australian Border Force (ABF) across policy, managerial and operational decision-making. Our core functions include: data governance; data products and services; data science; data release under the Freedom of Information Act and records management. Central to our approach is the Enterprise Data Management Framework (EDMF) that governs how data is collected, stored, quality assured, used, shared and released.

The Data Governance Branch is responsible for leading the development of enterprise data strategy, policy, standards and processes for the Department and the ABF in order to maximise the availability, trust in and legitimate use of data and analytics in policy, managerial and operational decision-making. Our functions include data policy, program management, data security and access management, and privacy and information disclosure. Since 2018 we have been driving the Department’s transition to a new ‘hub and spoke’ Data Operating Model.

The Privacy and Information Disclosure Section provides policy advice and training to business areas across the Department and the ABF to support them in meeting their legal obligations with respect to the collection, access, use, matching and disclosure of data. The Section is a central coordination point for the Department’s engagement with the Office of the Australian Information Commissioner (OAIC) in relation to notifiable data breaches and complaints under the _Privacy Act 1988_ (the Privacy Act).

**About the role**:
The Assistant Director, Privacy and Information Disclosure Section reports to the Director, Privacy and Information Disclosure Section and is responsible for providing high quality policy advice to the Department on matters for it is responsible. The role is also responsible for identifying and connecting stakeholders across the Department, co-ordinating stakeholder meetings and facilitating Departmental responses arising from issues the Department faces through its legal obligations under the _Privacy Act 1988_ _and the _Australian Border Force Act 2015 _(the ABF Act).

**Specific duties/responsibilities**:
The Assistant Director, Privacy and Information Disclosure Section, will:

- Provide advice on the Department’s obligations when disclosing information, including those under Pt 6 of the ABF Act and the Privacy Act
- Undertake a range of internal and external reporting, including being responsible for the Department’s compliance with the Notifiable Data Breaches scheme
- Support the Director to engage with the Office of the Australian Information Commissioner, including by ensuring that the Department manages privacy complaints and participates in privacy assessments appropriately
- Lead a range of privacy related projects
- Be able to achieve results under pressure with excellent attention to detail and quality
- Demonstrate strong management and leadership capabilities and experience.

**Role requirements/qualifications**:

- Legal qualifications are highly desirable but not essential
- Experience in interpreting legislation and developing operational frameworks to give effect to regulatory requirements
- Provide input and recommendations for the development of policy and procedures
- Exercise initiative to vary established procedures, technical or professional guidelines in order to achieve results.
