**Overview of the Branch and Section**:
The Capability Delivery Governance Branch is responsible for the governance of the Department's Capability Investment Portfolio, and adds to this remit stewardship of the Department’s Collaboration Program and an APS Centre of Excellence in Change Stewardship.

The Portfolio Change Stewardship Office (PCSO), within the Capability Delivery Governance Branch is a Centre of Excellence for Change Management in the Australian Government. The section is a multi-award winner with being awarded the 2019 Australian Business Award for Change Management and the 2021 Australian Business Award for Change Management Training Excellence.

The PCSO provides specialist advice, resources, support and a range of Change Management services across the Department, the broader Home Affairs Portfolio and across Government.

The PCSO operates as a Competency Centre (resource pool and knowledge repository) and provides access to Change Management expertise across the Home Affairs Portfolio to support the management of people, systems or process changes and the potential risks posed by these to business operations, reputation and staff.

**About the roles**

The PCSO is advertising to fill two Assistant Director roles:

- Assistant Director, Change Management Reporting_

This positon in the PCSO is an exciting opportunity for the right person to manage a new Enterprise View of Change reporting method for the department and ABF that:

- Supports strategic decision-making
- Provides a view of cumulative change across multiple areas
- Build organisational change maturity and capability through change data and insights.

**Specific duties/responsibilities**:

- Development, delivery and ongoing management of an effective Change Management reporting tool for the PCSO to report on business readiness of the department’s Capital Investment Program (CIP) at program level boards
- Utilising existing & new information systems to develop a change analytics capability that can be used to collect, analyse and interpret the data
- Work in partnership with existing Change Managers to collect data for the Change Management reports. Where there are no Change Managers allocated in a business area, the EL1 will work with stakeholders to gather business change requirements
- Where required, you will also partner with the Portfolio Organisational Change Managers (POCM) to facilitate workshops across the CIP to inform Change Management requirements
- Manage a dedicated intranet capturing all changes across the CIP to ensure key findings, are identified and communicated to key stakeholders within the Department
- Maintain strong relationships with key internal and external stakeholders
- Assist the Director, PCSO and the PCSO team as directed, including staff management, administration tasks, representing the Director at meetings where necessary and acting for the Director as required.

**Role Requirements/Qualifications**:

- Exemplary stakeholder engagement and relationship management, emotional intelligence, facilitation and conflict resolution skills, with the demonstrated ability to build cross-functional relationships that result in mutually beneficial outcomes
- Ability to undertake complex research and data analysis of existing Change Management data, with the ability to provide high-levels reports for presentation to Program level boards
- Demonstrated high-level communications capabilities, both written and verbal, with the proven ability to tailor communications for a range of audiences and situations, including the Senior Executive level
- Ability to undertake complex research and data analysis of existing change management data, emerging industry trends and best practice, with the capability to translate and present technical and multifaceted information in an accessible manner
- Ability to define critical dependencies, establishing and managing different, concurrent work streams, drawing from a diverse set of tools and approaches to suit the situation
- Strong analytical, conceptual and problem-solving skills, with the proven ability to work qualitatively and quantitatively, articulating insights into supported and actionable recommendations
- Demonstrated experience working within Change Management disciplines, with a sound understanding of relevant Change Frameworks such as PROSCI, ADKAR, Kotter, Lewin Model, McKinse
