Treasury is seeking dynamic and results-driven EL1 Assistant Directors to join the Chief Finance Officer Branch within the Corporate Division, taking on roles in either External Budgets or Finance Business Partnering.

Successful applicants will undertake a range of responsibilities within the Budgets and Portfolio Coordination Unit, including:
**Both streams**
- Leading a small team, including guiding and coaching junior management accountants
- Assisting Directors to manage strategic issues for the team and provide strategic advice to Corporate Division management and the Executive Board.

**Assistant Director - External Budgets**
- Leading briefing on budget process, budget estimate and costing issues for senior executives and Treasury Ministers
- Providing advice to business areas and executives on the Commonwealth Budget process
- Managing Treasury’s budget estimates, including:

- preparing and reviewing estimates models to support the budget estimates,
- maintaining timely and accurate estimates data in Budget systems including the Central Budget Management System (CBMS) and Treasury’s internal TM1 system
- Assisting Treasury’s business areas with the development of policy costings for Cabinet Submissions and New Policy Proposals
- Contributing to the preparation of Budget publications, including the Portfolio Budget Statements and Additional Estimates Statements
- Working with a range of internal and external stakeholders, including the Department of Finance.
- The role has peak periods around major estimate updates, typically the Budget and Mid-Year Economic and Fiscal Outlook (MYEFO).

**Assistant Director - Finance Business Partnering**
- Providing advice to business areas and executives on financial management issues, including forecast and budgeting issues
- Depending on the precise role within the Branch, either:

- Managing and reporting on cost centre level financial information, including maintaining accurate forecasts and budgets in Treasury’s TechnologyOne based finance system, or
- Managing and reporting on Treasury’s allocations of funding to Divisions and business units
- Assisting Treasury’s business areas with the development of internal proposal costings and, as required, assisting with policy costings for Cabinet Submissions and New Policy Proposals
- Working with a range of internal and external stakeholders.

The role is fast paced and dynamic, with peak periods at the beginning of each financial year for original budget setting and towards the end of each calendar year for mid-year reviews.

**Desirable Qualifications / Experience**
The following are considered essential:

- Significant experience with government budgeting processes and financial frameworks.
- Demonstrated ability to communicate effectively and confidently
- Demonstrated ability to work effectively in a high tempo and demanding environment
- Relevant academic qualifications in accounting, finance, economics, or similar fields
- Demonstrated analytical skills (including competence with Microsoft Excel)
- External budgets: Experience with the Central Budget Management System (CBMS)
- Experience in the use of financial management and information systems - Treasury uses TechnologyOne and IBM Planning and Analytics (TM1).

The following are considered highly desirable:

- Professional accounting qualifications, or progression towards certification
- Previous experience in either:

- an external budget role, or a technical financial accounting role
- an management accounting or finance partnering role.
