Based at a large co-located youth services facility, the organisation works alongside a range of entities which offer programs responding to the needs of disadvantaged people aged between 12 and 25.
Supported by the Committee of Management, you will lead and manage operations delivering a clear strategy for long-term growth and sustainability. Working with all levels of government, your focus is on the design and delivery of innovative, youth-specific services, practices and programs facilitating a collaborative approach with like-minded support providers.

Position Profile
The entity was incorporated in 1999 and has grown to provide a range of services that meet the needs of young people aged 12 to 25. In 2005 the organisation secured the last remaining building of its current site in Melbourne’s West. The ‘bulk store’ was refurbished and revitalised to create its current form, Australia’s largest co-located youth services facility. The building comprises 12 well networked not-for-profit youth service entities offering some 20 programs recognised for its collective expertise in crime prevention support services for youth in Western Melbourne.
The entity has worked with vulnerable young people to support choices in education and employment, and the reduction of disadvantage. We identify and advocate around systemic blockages and work to support young people though a range of collaborative, innovative, and integrated services at our co-located site.
The organisation has three primary roles within the community:
- Facilitator of collaborative practice across youth services
- Designer and developer of youth specific programs
- Manager of the co-located services
PRIMARY PURPOSE OF THE POSITION
The primary purpose of this position is to create positive social change for our cohort of 12- to 25-year-olds in Melbourne’s West. Working collaboratively with all levels of government, the Executive Manager will manage the operations of the co-located services and deliver a clear strategy for the long-term growth and sustainability of the organisation with support from the Committee of Management (CoM).
The Executive Manager will achieve pre-agreed Key Performance Indicators (KPIs) and year-end net financial results and targets as set by the CoM.
POSITION ACCOUNTABILITIES
The Executive Manager is required to understand and act in accordance with the entity’s values and policies and meet all relevant internal and external compliance obligations.
The primary accountabilities of this position, include but are not limited to:
- Program and service delivery
- Manages the operations of the collective, by providing a coordinated approach to service delivery that meets the needs of young people and the various stakeholders.
- Provides advice, information, and recommendations to the CoM on a range of social and budgetary issues of significance for the ongoing development of the centre and the co-located service delivery model.
- Plans, develops, and provides advice and recommendations to the CoM relating to future plans for the efficient and effective delivery of services to young people from the site.
- Facilitates and ensures the successful and ongoing implementation of data sharing amongst agencies within the site, including statistical collection, analysis and trend reporting to the CoM on a regular basis.
- Income growth, sustainability, and diversification
- Expands corporate and philanthropic fund raising through our Deductible Gift Recipient status.
- Manages the organisation’s finances to maintain and improve financial sustainability.
- Oversees the reporting of financial metrics ensuring comprehensive and accurate financial reporting, provides advice, and recommendations to the COM.
- Partnerships and stakeholder relationships
- Chairs the Tenants Senior Managers Group monthly meetings.
- Builds a culture of collaboration across the organisation. Seeks and facilitates opportunities to collaborate with internal and external stakeholders. Identifies and overcomes barriers to communication with internal and external stakeholders.
- Business and risk management
- Develops and obtains CoM approval for the annual business plan, operating budget and communication plan based on the five-year Strategic Plan.
- Prepares preliminary content for the annual report and oversees the preparation of all necessary information/data in preparation of the annual audit.
- Maintains full tenant occupancy.
- Undertakes external environmental scans including SWOT assessments to identify and forecast future changes within our operating environment
