The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Division and Branches**:
The Partnerships, Policy and Capability Division (the Division) sits within the Cyber and Infrastructure Security Centre (CISC). The Division is responsible for Australia’s aviation, maritime, air cargo and offshore oil and gas security policy and legislative framework, as well as aviation and maritime security card policy, broader critical infrastructure resilience policy, industry collaboration and engagement, and international capacity building.

The Division delivers a best practice, industry-focused, active and engaged regulatory and partnership function, that works with industry to ensure Australia’s transport security and critical infrastructure protection.

**About the role**:
Policy officers in the Division work under limited direction to contribute to the development and implementation of complex policies within specific programme or technical areas. They identify issues, undertake research and analysis, and consult with a range of stakeholders to develop, codesign and implement policy programs. They also measure and monitor policy effectiveness.

Officers in this role support the provision of policy advice in alignment with clearly established strategic priorities and procedures. They contribute to requests for advice and emerging issues, with thoroughly researched evidence-based recommendations. They support policy advice systems improvement and the development and implementation of processes, procedures and tools that support the delivery of high quality policy advice.

The Policy, Partnerships and Capability Division are looking for dynamic individuals who enjoy working in a fast paced and forward thinking environment. APS5 officers in the Division must be critical thinkers, excellent communicators and be able to manage competing priorities in relation to a wide range of policy and program issues. At the core of our work is collaboration with industry partners, across Commonwealth, state and territory Governments, and with international counterparts.

Successful applicants must be flexible and adaptable, able to exercise initiative and good judgement, be willing and quick to learn, possess excellent communication and decision making skills, and be able to manage their workload to deliver results.

**Specific duties/responsibilities**:
Roles vary across the Capability, Industry Partnerships and Policy and Standards Branches within the Division, and may suit a range of specialist or generalist officers. Depending on the specific team, APS5 officers may be expected to:

- Contribute to the development of policy advice to strengthen Australia’s critical infrastructure and transport security policy and legal frameworks, taking into consideration domestic threat assessments, global trends and the experiences of our international partners
- Support the implementation of new and existing national critical infrastructure and transport security programs, including financial management, reporting and secretariat service
- Engage with domestic and international stakeholders to further the Australian Government’s transport security and critical infrastructure objectives
- Coordinate across Government to prepare briefs and submissions that support a range of activities, including parliamentary committees
- Work flexibly and adaptively as the threat environment and priorities evolve.
