About the Role

We are seeking a highly experienced and safety-focused Permit to Work (PTW) Manager for the Testing and Commissioning (T&C) phase of the SSTOM Project. This critical role governs the safe planning, coordination, and execution of energised and high-risk activities, ensuring all works comply with safety regulations, interface requirements, and project procedures.

As PTW Manager, you will lead a team of coordinators and interface closely with construction, systems, and operations teams to manage the permit lifecycle across multiple zones. This role is ideal for a systems-savvy professional with a deep understanding of rail safety, Lockout/Tagout protocols, and energised commissioning procedures.

What You'll Be Doing

  • Establish, manage, and continuously improve the Permit to Work system for the Testing and Commissioning phase.
  • Define clear workflows and responsibilities for permit issuers, holders, and approvers.
  • Ensure strict adherence to PTW processes for energised works, live testing, temporary power, and systems integration.
  • Coordinate interface management with construction, rolling stock, and readiness teams.
  • Lead audits, compliance checks, and investigations for any PTW or safety-related incidents.
  • Train and lead a team of PTW Coordinators across work zones or stations.
  • Act as subject matter expert for all PTW and isolation procedures.
  • Maintain robust records and reporting using electronic or paper-based tracking systems.
  • Deliver weekly and monthly updates to senior leadership and client teams.

What We're Looking For

  • Team management experience for Permit to Work on major infrastructure projects.
  • Deep knowledge of Lockout/Tagout (LOTO) systems and energized rail work procedures.
  • Strong grasp of relevant safety regulations, isolation protocols, and permit governance.
  • Excellent leadership, training and stakeholder engagement skills.
  • Experience with electronic permit systems and safety documentation tools.
