Primary objective
The Manager Operations Coordination plays a pivotal role in delivering high-level contract, project, policy and procurement
administration, while providing strategic support and expert advice to senior management and the broader team. This position is
responsible for fostering professional, collaborative relationships with funded organisations and key stakeholders to advance the
objectives of the Youth Justice Unit which is to improve outcomes for young people who are at risk of entering, or are currently
engaged with, the youth justice system.
Key duties and responsibilities
1. Lead and manage a team that undertakes research, planning, development, implementation and evaluation for youth justice
initiatives and special projects, in compliance with Governance and program requirements.
2. Provide strategic and operational advice to Senior Managers, staff and external stakeholders and represent the Agency in intra-
sector committees and working groups.
3. Manage procurement, contract management, grants acquittal processes and relevant elements of financial management
compliance for a portfolio of contracts.
4. Establish and maintain partnerships and alliances with a broad range of stakeholders, across Government and non-Government
sectors, Aboriginal communities and organisations, in relation to youth justice projects and lead consultation and negotiate
contract and/or conditions with service providers.
- Contribute to the development of policy and procedures and prepare high level briefings, reports, submissions, options papers
and Ministerial, relating to current and planned programs and projects.
- Represent the Department at relevant community, state and national level meetings with non-government organisations and
government representatives as required.
Selection criteria
Essential
1. Demonstrated experience in policy and project management including understanding of governance processes such as
procurement, financial and budget, grant and contract management.
2. Demonstrated high degree of self-motivation, initiative and skills for working productively and cohesively within a team with
competing work priorities.
- Demonstrated organisational and time management skills and proven ability to provide appropriate guidance and support to
colleagues in a changing organisational and service delivery environment.
4. Demonstrated high level written communication skills with an ability to prepare high quality comprehensive and timely high-
level briefs, ministerial correspondence and reports.
5. Demonstrated high level interpersonal and oral communication skills with the ability to work, interact and effectively negotiate
with internal and external stakeholders from diverse backgrounds to maintain collaborative partnerships to achieve effective
outcomes.
Desirable
1. Tertiary qualifications relevant to the position or significant experience in the project and/or contract management.
