About The Role:
The organisation is looking for an experienced
EL1 Procurement Services Manager
to lead and enhance its procurement activities. This hands-on, strategic role involves updating and embedding procurement practices, ensuring compliance with government rules, and delivering value for money. The successful candidate will also develop internal policies, templates, and guidance materials while providing support to broader finance functions.

Key Responsibilities:
- Develop and implement procurement strategies aligned with agency objectives
- Lead end-to-end procurement processes: planning, tendering, contract negotiation, and management
- Ensure compliance with government procurement policies, procedures, and legislation
- Identify opportunities for cost savings, process improvements, and implement best practices
- Manage relationships with suppliers and stakeholders, addressing performance issues as required
- Conduct risk assessments and implement mitigation strategies for procurement risks
- Provide expert advice, guidance, and training on procurement policies and processes
- Prepare reports, analysis, and performance metrics on procurement activities and savings achieved
What We're Looking For:
- Proven experience leading and managing procurement functions, preferably in the public sector
- Strong knowledge of government procurement policies, procedures, and relevant legislation
- Excellent negotiation, communication, and interpersonal skills
- Strategic thinking with innovative problem-solving abilities
- Strong analytical skills with the ability to interpret data and prepare evidence-based reports
- Commitment to ethical procurement practices and sustainability
- Relevant tertiary qualifications in finance, accounting, procurement, business administration, or related field
- Professional certification in procurement is highly desirable
