About this strategic opportunity

This role will lead the evolution of products and partnerships that directly enable more Western Australians to achieve home ownership. As Executive Manager Product, Partners & Brand, you'll be the leader behind Keystart's residential lending strategy, brand positioning, and broker network, ensuring Keystart's offerings meet the diverse needs of customers across metro and regional WA.

Reporting directly to the Chief Customer Officer, you'll be accountable for end-to-end product lifecycle management, cultivate strategic partnerships with brokers and community organisations, and champion the Keystart brand across all channels. Your work will directly support the WA Government Housing Strategy and help expand access to home ownership for Aboriginal customers and regional communities.

  • Government engagement: Prepare key submissions to Expenditure Review Committee (ERC) and Ministerial Oversight Committee (RMOC), aligning with Department of Treasury & Finance expectations.
  • Cross-functional impact: Drive collaboration across Product, Marketing, Credit, IT and External Affairs to deliver integrated customer journeys.

Your responsibilities

  • Product Leadership: Develop and execute product strategy aligned with Keystart's purpose and government objectives. Drive growth in Aboriginal Home Ownership Products and regionally tailored lending solutions. Ensure compliance with DDO/TMD obligations while monitoring competitive landscape and identifying innovation opportunities.
  • Partner & Customer Application Management: Identify, negotiate and manage strategic partnerships with brokers, government and community groups. Lead broker strategy to ensure alignment with product mix and drive regional network growth. Own the Regional Roadshow program and ensure seamless workflow between Home Loan Specialists and Credit teams.
  • Brand Stewardship & Channel Strategy: Lead brand development and positioning with consistent, customer-centric messaging. Drive brand awareness particularly in regional WA. Oversee agency relationships, brand campaigns and digital channel strategy. Act as business product owner for key digital systems (Loan Origination, CRM) in partnership with IT.
  • Government Papers & Senior Leadership: Lead preparation of government submissions leveraging business intelligence and product analytics. Contribute as a senior leader to Keystart's strategy, governance and culture. Manage OPEX budgets across Marketing, Customer and Sponsorship. Represent Keystart at industry events and champion high-value collaboration across the organisation.

What you'll bring

Essential:

  • Proven senior leadership experience in financial services, housing, or government-related industries.
  • Expertise in product strategy, brand management, and partnership development.
  • Strong financial acumen and experience managing large budgets.
  • Demonstrated ability to influence and collaborate with government, regulators, and industry stakeholders.
  • Knowledge of credit, lending, and compliance frameworks (including DDO/TMD).
  • Excellent communication, negotiation, and stakeholder engagement skills.

Highly regarded:

  • Experience in residential mortgage products and housing affordability policy.
  • Understanding of WA Government Housing Strategy and related policy frameworks.
  • Postgraduate qualification in Business, Finance, Marketing, or related discipline.
