Primary objective

Provide policy advice and support; lead complex research and analysis in relation to development, coordination, implementation and

evaluation of domestic violence and youth-related policies, and significant reform projects and programs, for the NT Police Force.

Key duties and responsibilities

1. Manage a small team to provide specialised advice on highly complex and sensitive policy matters, ensuring regular reporting

requirements are met.

2. Identify, research and analyse policy issues, in particular domestic violence and youth related issues to recommend and implement

solutions to complex, systematic challenges.

  1. Liaise and consult with high-level internal and external stakeholders to negotiate outcomes, and ensure successful implementation of

new projects and programs.

4. Prepare a range of policy documents, written briefings, funding submissions, and service agreements, as part of the procurement and

contract management processes within the portfolio.

5. Monitor implementation of existing programs, conduct reviews to inform future policy development, and produce performance

reports with a view to continuous improvement.

6. Design, implement, monitor and evaluate new evidence-based projects and programs, to improve outcomes for domestic violence

and youth-related policing functions and services, in accordance with established project management methodology.

  1. Develop and implement training packages for frontline Police, to support changes to legislation, policies, processes and programs, as

required.

Selection criteria

Essential

1. Experience in policy governance, including a thorough understanding of policy and program development, implementation, and

monitoring and evaluation processes, and what is required to drive and influence those processes.

2. Demonstrated ability to develop, understand and interpret legislation and business plans, including what it means in operational terms,

and translate strategic intent into policy and procedure.

3. Demonstrated program management and evaluation skills, with ability to design new programs and performance metrics, to address

service system gaps.

  1. Demonstrated project management skills, including experience working with a high level of autonomy and accountability, managing

competing priorities, and meeting critical timeframes.

5. Demonstrated ability to establish and maintain effective relationships, facilitate dialogue and information flows around government

objectives, and influence change to achieve policy outcomes.

  1. Experience in procurement and contract management functions, and/or managing programs delivered by external service providers.
  2. High-level political acumen, confidentiality and diplomacy skills, with personal resilience to ensure success in a fast paced, constantly

changing environment.

Desirable

1. Tertiary qualification in a relevant field or fields.

  1. Deep understanding of the role and functions of the NT Police with respect to domestic violence and youth, or ability to rapidly obtain.
