Keystart is a progressive, purpose-driven organisation on a mission to make the dream of an affordable home a reality for more people.

From 1 July 2025 Keystart has an expanded remit to enable housing supply and delivery an ambitious strategy to put 8,000 people into homes in the next four years.  As a result, Keystart is seeking an experienced commercial finance leader to establish and drive the new Commercial Property Financing division.

This is your chance to build something from the ground up that will directly impact Western Australia's housing landscape. As Executive Manager, Commercial Financing, you'll be the architect of Keystart's commercial lending strategy, creating innovative financing solutions that will partner across government and industry to increase affordable housing supply across metro and regional WA.

What makes this role unique

  • Build a new division: Establish the Commercial Property Finance function within an established organisation, with autonomy to shape its future.
  • Direct strategic impact: Design innovative commercial loan products that address market failure and drive higher-density housing outcomes.
  • Government partnership: Lead submissions and engage directly with the Housing Supply Unit, Treasury, and the Treasurer's office.
  • Industry influence: Represent Keystart with UDIA, HIA, Master Builders WA and industry to shape housing policy at the highest levels.
  • Leadership scope: Build and lead a team of 3-5 initially, with scope to grow as the division scales

Your responsibilities

New Product Creation: Design commercial loan products aligned with Keystart and government strategy, conduct market feasibility studies, and lead full product lifecycles from ideation to launch in collaboration with Marketing, Sales, Risk, Finance, BI and Technology teams.

Product Administration: Oversee credit approvals within delegated authority, drive operational efficiency, actively manage a diverse commercial loan portfolio, and ensure best-practice assessment models leveraging learnings from other state and federal entities.

Influence & Engage: Cultivate relationships with government bodies and industry associations to position Keystart as a sector leader. Represent Keystart at conferences and public forums to shape policy and communicate Keystart's mission.

What you'll bring:

  • Commercial Lending and/or Property Finance experience in Australia.
  • Proven track record delivering high-risk, multi-party property development transactions of $100M-$250M+ scale.
  • Direct experience with property developers, financiers, investors and regulators.
  • Certificate IV in Credit Management (or equivalent) to meet ASIC Responsible Manager requirements.
  • Tertiary and ideally postgraduate qualification in Finance, Business, Banking, Economics or related disciplines (or significant proven experience in these fields).
  • Ideally but not essential Western Australian market experience.
  • Ideally but not essential experience working with government stakeholders beyond planning and zoning.
