About the organisation

Bunurong Land Council Aboriginal Corporation (BLCAC) is the recognised Traditional Owner organisation representing the Bunurong people of the South-Eastern Kulin Nation. As the appointed Registered Aboriginal Party (RAP) under the Aboriginal Heritage Act 2006 (Vic), BLCAC is responsible for preserving and protecting Bunurong Country, including its lands, waterways, sacred places, cultural practices, and stories.

BLCAC also plays an important role as a significant regional employer of Aboriginal and Torres Strait Islander people, offering employment, training, and career development opportunities. The organisation manages cultural heritage and community programs and provides governance and advocacy on behalf of its members.

About the role

The Chief Executive Officer (CEO) will provide strategic and operational leadership to BLCAC. Reporting to the Board, the CEO will be responsible for:

  • Leading the organisation's operations, governance, compliance, and financial management.
  • Representing the interests of Traditional Owners and building strong relationships with government agencies, regulators, partners, and community stakeholders.
  • Driving organisational performance, planning, and risk management to ensure sustainability and growth.
  • Promoting cultural integrity and safeguarding the rights and interests of the Bunurong people.
  • Building a high-performing, culturally safe, and values-driven workplace.

About you

BLCAC is seeking an experienced and values-driven leader with a proven record at the executive level. You will bring strong commercial and financial management skills, including experience in planning, budgeting, and reporting, along with the ability to guide an organisation through both strategic reform and day-to-day operations. Your leadership style will be collaborative and culturally respectful, with a demonstrated ability to build and maintain strong stakeholder relationships across government, regulators, strategic partners, and the community. You will also be skilled in managing complex issues and resolving conflict with integrity and professionalism, including the ability to performance manage senior leaders when required.

Ideally, you will have senior leadership experience in community and/or government services, with a strong background in Aboriginal Community Controlled Organisation (ACCO) leadership and supported by knowledge and understanding of Aboriginal and Torres Strait Islander culture and heritage matters. Desirable skills include experience and understanding of the Registered Settlement Agreements, the Traditional Owner Settlement Act, the Native Title Act, and the Aboriginal Heritage Act, with the ability to apply this knowledge to strengthen governance and outcomes for Traditional Owners. To succeed in this role, you will demonstrate integrity, cultural respect, and strategic vision, while also fostering team building, mentoring, and a culture of engagement and success across the organisation.

Key Requirements

  1. Demonstrated minimum 2-years senior executive experience in community and/or government services, ideally with knowledge and understanding of Aboriginal and Torres Strait Islander culture and heritage matters.
  2. Proven success in building strong stakeholder relationships and effectively managing potential conflict between prominent community members.
  3. Strong commercial and operational management skills, including funding oversight, budgeting, and financial reporting.
  4. Demonstrated vision, strategic thinking, and operational planning in the creation and implementation of plans to achieve desired organisational outcomes.
  5. Comprehensive understanding of governance and leadership, including the respective roles of the Board, the Chief Executive, management, staff, and stakeholder partners.
  6. Proven ability to lead and manage teams, including mentoring and empowering staff to build a culture of engagement, accountability, and success.
