Primary objective

Provide strategic leadership and direction to the Water Resources Division to develop, review and implement government

objectives, policy, legislative and regulatory directives for sustainable use of the Territory's water resources.

Key duties and responsibilities

1. Provide strategic advice to the Chief Executive Officer and Minister on policy, legislation and other issues relevant to the

Division and its provision of services to community, industry, business and government.

2. Provide strong, effective leadership and management to the Water Resources Division with clear and strategic direction

to achieve government objectives.

3. As a member of the department's Governance Board, contribute to the overall strategic direction of the department to

achieve government objectives and establish a culture of shared commitment to the department's strategic directions,

vision and goals.

1. Lead the development and implementation of new legislation and amendments, policy and operational frameworks to

meet current and emerging issues.

1. Develop and maintain effective collaborative relationships, partnerships and strategic alliances with other government

agencies and stakeholders at the local and national level for effective outcomes.

Selection criteria

Essential

1. Proven strategic leadership skills with the ability to build commitment, deliver outcomes and further develop the

effectiveness of a diverse range of professional staff and senior management teams.

2. High level strategic, conceptual, analytical and collaborative skills, including a strong ability to interpret and manage the

social, political, and organisational environments.

3. Exceptional interpersonal, written and oral communication skills, with the ability to build strong, effective relationships

through a high level of communication, negotiation and collaborative skills, and to accurately analyse and clearly

communicate complex issues.

1. Capacity to be creative, flexible and innovative, with sustained drive, enthusiasm and commitment to achieve goals in a

high pressure environment.

1. Highly developed political and policy awareness skills, to communicate effectively with and manage a wide range of key

stakeholders with differing aspirations, goals and priorities.

1. Proven capacity to negotiate complex and politically sensitive outcomes on complex issues for the Division and the

department.

1. Knowledge of water legislation, and related natural resource legislation.

1. Post-graduate qualifications in business, science or relevant professional discipline.
