Primary objective
This role leads a team to deliver high-level strategic support and expert advice to executive leadership and ministerial offices, ensuring
timely, quality services aligned with agency priorities. It also manages complex projects, facilitates executive networks, and oversees critical
communications and documentation to support governance, collaboration, stakeholder management and continuous improvement across
the department.
Context statement
The Office of the Chief Executive is responsible for leading a team of staff in the delivery of high quality strategic executive support
services including support to the agency's Executive Support Network and Senior Leadership team. The role provides direct leadership
and guidance to the team and network to ensure the achievement of high-quality outcomes for the department, including the Office of
the Minister for Education and Training, and Minister for Early Education.
Key duties and responsibilities
1. Lead and manage a team to deliver high-quality strategic support and advice to executive leadership and ministerial offices, ensuring
effective work practices and timely services.
2. Provide high-level strategic advice, acting as a central point of contact for internal and external stakeholders.
3. Drive initiatives, strategies, and projects to support whole-of-government reviews and agency programs, with a focus on continuous
improvement and system optimisation.
4. Build and maintain high-level collaborative networks and relationships with senior departmental, ministerial, and external stakeholders
to facilitate outcomes and manage projects effectively.
5. Research, analyse, prepare and provide strategic advice on internal CEO correspondence, presentations and reports and
Ministerial/Cabinet correspondence, ensuring quality assurance and alignment with agency priorities
6. Represent the Chief Executive in internal and external forums as required.
Selection criteria
Essential
1. Highly developed leadership and management skills, ability to effectively negotiate issues of performance and service delivery and the
ability to work in partnerships to achieve and drive outcomes to meet corporate objectives.
- Extensive knowledge of Parliament, Cabinet, and Northern Territory Government processes, protocols, and administrative
arrangements.
3. Extensive understanding of strategic planning, contemporary best practice executive support, risk, and business management
principles, supporting effective decision-making in complex and high-pressure environments.
4. Comprehensive understanding of the agency's operations, strategic priorities, and political environment, including the ability to
communicate executive expectations and respond to emerging issues.
5. Demonstrated high level of political awareness, sensitive and judgement, including understanding the broader operating environment,
the current priorities of Government, relating to the agency in the whole-of- government context, and the ability to understand and
deal appropriately with matters of a highly sensitive or confidential nature.
- Superior organisational skills, including ability to work under pressure, meet tight deadlines, and manage competing and changing
priorities in a fast-paced dynamic operational environment with complex risks.
Desirable
1. Advanced knowledge and understanding of the legislative and regulatory framework governing the Northern Territory Public Sector.
2. Qualification in a field relevant to the key responsibilities of the position.
