About the role

Reporting to the Deputy Chief Financial Officer, this role is the principal departmental specialist in capital financial management.

The role leads the policy oversight, investment and planning, and budget allocation and management for the department's capital budget allocation and related entities within the Education Portfolio.

The role sets and governs the department's capital budget and supports the Chief Financial Officer, Deputy Chief Financial Officer and the department's Executive to inform decision making and risk management, ensuring the department's capital accounting obligations are met.

The Director, Capital Services leads the strategies and processes for the sound financial governance of the department's Capital Expenditure Authorisation Limit, aligning the department's budget allocation to the achievement of departmental strategic objectives and the priorities of Government.

About you

As a seasoned finance and leadership professional you will manage, direct and lead the functions, staff and resources of Capital Services to deliver effective, efficient and comprehensive capital policy oversight, planning, budgeting and reporting management services.

To be successful you will require:

  • Demonstrated ability to lead, inspire, and develop high-performing teams within a complex and dynamic environment, fostering a culture of collaboration, accountability, and continuous improvement.
  • Proven experience to confidently partner with senior executives and non-finance stakeholders with extensive expertise across capital management services.
  • Strong expertise in capital accounting compliance and demonstrated experience managing large capital budget allocations, investment planning, monitoring and reporting.
  • Strong track record in designing and implementing financial services and solutions that meet the evolving needs of internal and external stakeholders, ensuring high levels of engagement, transparency, and customer satisfaction.
  • Expertise in leading complex change initiatives, including extensive people leadership to promote innovation, inclusiveness and enhance operational efficiency.
  • Exceptional interpersonal and communication skills with the ability to build strong relationships, influence key stakeholders, and drive alignment between finance and business units.
  • Demonstrated extensive experience at a senior level in the management of a large complex organisation.
  • Appropriate tertiary qualifications in a relevant discipline such as education, business, management, social sciences or communications, and/or equivalent knowledge and experience.
  • Hold a valid clearance to work with children (Working with Children Check).
  • Demonstrated understanding of and commitment to the value of public education.
  • Knowledge of and commitment to implementing the Department's Aboriginal Education Policy and upholding the Department's Partnership Agreement with the NSW AECG and to ensure quality outcomes for Aboriginal people.

As a condition of employment, successful candidates who have not previously worked for the department will be required to provide a current Working with Children Check (WWCC) Clearance number. This option would allow the WWCC to naturally expire without further communication needed with the employee. The employer obligations under the WWCC would apply for duration of the WWCC's validity (up to 5 years).
