About The Role

Reporting to the Chief Information Officer, this full-time, permanent role sits within the IT team. As Senior Manager - Technology Delivery, you will lead Melbourne Water's technology project delivery function, overseeing business demand, guiding innovation, and ensuring the effective execution of strategic initiatives through external vendor partnerships. The role connects business strategy with technology delivery, ensuring solutions are timely, fit for purpose, and aligned with organisational priorities.

In this role you will be:

Enterprise Technology Project Delivery Capability

  • Ensure the successful delivery of enterprise technology projects via external vendors, defined scope, timelines, budgets, and quality standards.
  • Establish and manage strategic relationships with external delivery partners, including contract negotiation, performance management, and issue resolution.
  • Define, implement and continuously enhance delivery methodologies and frameworks tailored for vendor-led execution (e.g., agile, hybrid models).
  • Proactively identify, track and mitigate delivery risks and issues, ensuring clear escalation pathways and contingency planning.
  • Act as the primary liaison between business units and delivery partners to ensure alignment on goals, priorities, and expectations.

Business Demand Management

  • Own and lead the enterprise-wide process for capturing, assessing, and prioritising business technology demands
  • Align vendor capabilities and internal resources with prioritised demands to ensure delivery feasibility and optimal utilisation.
  • Ensure business demand strategically aligned with business objectives and broader technology roadmaps.

Technology Innovation

  • Develop and promote a technology innovation strategy aligned with business goals and emerging trends.
  • Leverage vendor partnerships, startups, and industry forums to scout and pilot innovative technologies.
  • Establish structured processes for evaluating, incubating, and scaling innovative solutions across the enterprise.
  • Collaborate with business and IT stakeholders to drive adoption of innovative solutions and new ways of working.

General Accountabilities

  • Oversee budgets for vendor-delivered projects and innovation initiatives, ensuring cost-effectiveness and value realisation.
  • Define, monitor and track KPIs for project delivery, demand responsiveness, and innovation outcomes.
  • Provide executive-level reporting on project performance and strategic outcomes.

Leadership & Collaboration

  • Lead cross functional collaboration between business units, IT teams, and external vendors to ensure shared understanding and alignment.
  • Foster a high performance and safe culture of accountability, innovation, and continuous improvement.

About You

  • Tertiary Degree in IT, Computer Science, Engineering, or related field. Master's degree in Business Administration (MBA (preferred).
  • Certified in ITIL, PMP/PRINCE2, and Agile/Scrum methodologies (e.g., SAFe, Scrum Master) or equivalent.
  • Demonstrated success in technology leadership roles, with expertise in:

  • Delivering large-scale enterprise technology projects.

  • Experience managing external vendors and delivery partners.
  • Experience driving technology innovation and transformation initiatives.
  • Experience with direct accountability for business demand management and portfolio planning.

  • Extensive experience working in complex, multi-vendor environments, ideally within regulated or enterprise-scale industries (e.g., financial services, healthcare, government).

  • Demonstrated experience in translating business strategy into technology execution, balancing innovation with operational delivery.
  • Demonstrated financial accountability, including budgeting, forecasting, and cost optimisation for large-scale enterprise technology projects.
