Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, and all levels of Government – to ensure Australia's vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning, industry intelligence and training product development in support of industry needs and government priorities.

We're looking for an individual with proven HR leadership experience who can thrive as a the culture custodian of the organisation. The HR Lead is and is accountable for legislative and IR compliance and supports several key relationships including with the Board and the Audit, Finance and Risk Committee. You will be responsible for development and implementation HR policy and procedures, leading recruitment and onboarding of staff, ensuring work health and safety, planning annual staff training, managing staff meetings and surveys and resolving any HR matter as it may arise. The HR Lead will provide proactive HR and industrial relations advice and coaching to the executive and leadership of the organisation. This position requires a combination of HR expertise, leadership skills, and strategic thinking to ensure the efficient and effective functioning of the HR team.

Responsibilities


• Lead the delivery of HR, recruitment, onboarding, performance development. performance management and performance improvement services.


• Be the custodian of the company culture by leading staff meetings, staff events, staff surveys and staff training.


• Manage effective HR stewardship of the organisation, including ensuring all workplace and industrial relations obligations, regulations and compliance requirements for the company are adhered to.


• Proactively scope, recommend and implement required HR support systems across the company.


• In collaboration with the executive and leadership, assist with the development and implement performance development and/or performance improvement plans to support effective delivery of Public Skills Australia's work programme in accordance with the organisational values.


• Prepare quality reports such as incident reports, investigation reports and HR recruitment/retention trend reports.


• Oversee day to day HR operations, including probation management and management of any complaints/grievances as directed to HR.


• Review company compliance with relevant HR legislation and requirements.

Key Selection Criteria – Essential


• Relevant qualification(s) and/or equivalent experience/training.


• Demonstrated experience at a management level.


• Demonstrated experience in human resources and industrial relations.


• Demonstrated experience in reporting and working with executive level stakeholders


• Demonstrate ability to draft high level reports and support committees, including audit, finance and risk.


• Demonstrate the ability to be flexible and responsive to changing priorities.


• Demonstrated experience in working with high level boards, councils and committees.
