The Role
The Romeo Enterprise Office EL 1 International Agreements Manager will manage a variety of United States Government agreements, including Foreign Military Sales cases, Cooperative Memorandum of Understanding and Capability Assurance Program - Project Arrangement that have acquired and supported the MH-60R Program. These arrangements continue to evolve over an extended period, responding to the dynamic strategic environment.
The REO International Agreements Manager will lead a small team to deliver critical commercial and procurement outcomes and undertake both local and international contract management activities. The REO EL 1 International Agreements Manager will be accountable under broad direction to perform and achieve complex to very complex international agreement / contract management work within an integrated workforce across multiple time zones and dispersed geographical locations.
The REO International Agreements Manager will work alongside the Product and Project Managers and with the REO Business Operations Manager, contribute to budget and program finance performance management cycles that span both acquisition and sustainment. You will provide leadership and guidance to the REO team, supporting the development of best-practice commercial strategies, preparing high-quality documentation, and ensuring compliance with applicable Defence commercial and procurement policy frameworks.
Through this role, you will directly shape the effective delivery of maritime aviation capability, safeguard Australia's investment in the MH-60R fleet, and strengthen the partnerships that are critical to Australia's long-term National Defence Strategy.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
The Romeo Enterprise Office ensures both the mission readiness and airworthiness of the Royal Australian Navy's MH-60R Seahawk Romeo helicopter fleet and the safety of its aviators and aircraft maintenance staff through the provision of support services via Foreign Military Sales agreements with the US Government, and International and Australian Industry Partners.
The successful applicant will join a diverse team made up of APS, ADF, US Navy and contractors, all
driven to ensure the availability of the RAN's MH-60R Seahawk Romeo Helicopter fleet and the safety of its aviators and aircraft maintenance staff is delivered under a cost effective and financially compliant framework.
Our Ideal Candidate
You are a commercially skilled EL 1 with contemporary experience in Foreign Military Sales, cooperative programs and traditional ASDEFCON contracting methodologies, and a proven record in capability acquisition and sustainment that delivers critical Defence outcomes. You are recognised for your strong financial and commercial acumen, able to translate complex data into clear advice, and navigate US export control requirements with assurance.
Equally important are your personal attributes. You are resilient and adaptable, able to manage the challenges of working within a culturally different environment and adjusting to varied workplace norms and expectations. You demonstrate flexibility in approach, patience in negotiation and collaboration, and persistence in balancing competing priorities across two Defence organisations with different systems and processes. You build trust through respectful communication, cultural awareness and professional integrity, and you thrive in a joint, high-tempo setting where outcomes rely on teamwork, diplomacy and shared commitment.
