Pre-Contracts / Tender Manager – Civil Infrastructure

Our Client a mid Tier Civil Contractor is seeking a Pre-Contracts Manager to join their team in Sydney to lead their Tenders. This role is essential to the successful delivery of tendering strategies and leading a high-performing estimating team.

Key Responsibilities
  • Oversee pre-contracts function across major civil and utilities tenders
  • Guide tendering strategy and commercial approach (non hands-on estimating)
  • Lead, mentor, and train a team of estimators
  • Implement and optimise estimating and tender processes
  • Liaise with senior leadership to align pre-contracts activity with broader business goals
  • Identify key risks and opportunities in early project planning stages
  • Foster strong industry relationships with clients, partners, and consultants
What We're Looking For
  • Minimum 10 years' experience in the civil construction/utilities sector
  • A solid understanding of Construction Methodologies and First Principles Estimating
  • At least 2 years in a similar Pre-Contracts or Project Manager Role on Site Delivering Civil Infrastructure Projects
  • Strong background in tendering, estimating strategy, and commercial planning
  • Proven ability to lead teams, develop talent, and implement effective processes
  • Excellent communication, negotiation, and stakeholder engagement skills
  • Estimating experience is essential (non-operational in current role)
  • Engineering, construction management, or QS preferred but not essential
