We approach our work warmer, more optimistic, and more inclusive.Job DescriptionOur Project & Development Services (PDS) business line has a key role in managing the National Program Service (NPS) Package for the Defence Estate Works Program (EWP). The Development Director will be responsible for establishing and maintaining relationships with key Defence Groups and Services stakeholders to understand their estate strategic objectives, and ensure the program achieves these. The role requires strong communication and leadership skills to liaise between Defence stakeholders, Base Services Contractors (eg: PAS) and broader Estate Service Delivery teams.Responsibilities:· Provide strategic guidance on renewal of the Defence Estate. Balancing known risks with mitigations and desired capability outcomes of owners and occupiers.· Take action to drive strategic management of the EWP financial. Including analysing spend profiles and budget scenarios to maintain a balanced financial position across the current and future programme.· Accountable for ensuring the future programme is developed aligned to Defence prioritisation, with approvals provided by Defence delegates.· Collaborate with NPS Commercial Director and Delivery Director including GSL leads to ensure the programme is continually refined and future programme is optimised.· Lead a small team of Liaison Officers and analysts to engage with capability owners and report on programme.· Collaborate with PDS, PAS contractors and JLL digital team to continually improve the program. For example use current project delivery data to improve the future program (e.g. specifically the reliability of Estate Appraisal data).· Develop internal processes that can be scaled nationally to improve the effectiveness of the programme.· Consult on new customer requirements (Estate Investment Requirements) and bundles these into the future program.· Collaborate with other leaders in the JLL NPS team to drive programme objectives including Speed to Outcome and Minimum Viable Capability.Sound like you? To apply you need to have:· AGSVA Security Clearance - Negative Vetted L1 (or the ability to obtain this ie: Australian Citizenship) is mandatory for this position· A minimum of seven (7) years of experience in a relevant property or construction-related discipline or a related field, coupled with a degree in the same area· Alternatively, a combination of formal education and experience totalling more than eight (8) years, with at least six (6) years focused on Design, Construction, Project Management, or Program Management· In-depth understanding of industry terminology and project delivery methods· Advanced proficiency in software applications commonly used in project and program management· Excellent written and verbal communication skills· Proven experience in coordinating program activities and working effectively with stakeholders· Strong knowledge of budgeting principles and experience in tracking program financialsWhat can you expect from us?As an organisation, we don't just accept that we are a place of many different people, but we embrace it, we celebrate it, and we proactively support the needs that difference brings.
