The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. **Overview of the Branch**:
The **Sourcing & Vendor Management Branch (SVMB)** provides expertise to ICT and non-ICT capability areas in regard to the ongoing identification and management of key relationships with vendors, delivery partners, service providers and partner agencies. The SVMB is a centre of excellence for sourcing and procurement, and subsequent contract management activities. SVMB prides itself on building strategic partnerships with panel providers and ensuring effective delivery of critical services to support the Portfolio
**Overview of the Section**:
The **Procurement and Panel Management Section** provides centralised major capability sourcing assistance, resources and commercial management. It provides in-house procurement related enabling services to assist in delivering the Department’s outcomes, minimize procurement risks and maintain the integrity of the procurement process. The Procurement and Panel Management Section is responsible for providing specialist, end to end procurement services for ICT related procurement
**About the role**:
We have a number of opportunities available at the APS6 level. The **APS6 Procurement Officer** will have a comprehensive understanding of the Commonwealth Procurement Framework, as well as the ability to work collaboratively as part of multi-disciplinary teams. They will work under limited direction, using a range of professional skills, experience and stakeholder management to deliver outcomes for a dedicated team.
- Participate in ICT sourcing activities end-to-end, from market insights and sourcing strategies, to sourcing and procurement transactions through to contract execution
- Conduct procurement administration and financial management activities
- Ensure procurements are conducted in accordance with the Commonwealth Resources Management Framework and the Commonwealth Procurement Rules
All positions are located in Canberra, ACT. Additionally, we aim to build a pool of qualified and experienced people to rapidly fill vacancies that arise over the next 18 months.
We are looking for talented individuals who can:
- Conduct simple procurement activities to complex sourcing projects for IT commodities, hardware and software products and licensing agreements, ICT services and contractors
- Conduct sourcing transactions including Request for Quote/Tender development, evaluation, and negotiations to contract execution using a range of approaches / methodologies as appropriate, including panels, limited tenders and open market
- Conduct ICT procurement and provide advice in accordance with the Commonwealth Resources Management Framework and departmental Policy
- Provide high quality, client focused, practical, accurate and timely procurement and contract management services to business areas in an accurate manner
- Build and maintain a good working relationship with the Department’s ICT External Service Providers
- Identify and analyse procurement issues and provide assistance to the Procurement Manager
- Contribute to the development and maintenance of sourcing and procurement capability, including processes and methodologies
- Develop and maintain a strong understanding of and relationship with the ICT Industry, market and vendor community for the products and services relevant to the Department’s ICT requirements
- Contribute to the Section meeting financial timeframes in accordance with the Department’s financial framework, including undertaking financial reporting and assisting with managing cost centres
- Work collaboratively with the relevant areas to capture the Department’s ICT asset data
- Research and prepare submissions, reports, briefing materials and correspondence on matters relating to the procurement function.
