This role is pivotal in shaping and evolving Council’s health, safety and wellbeing frameworks, embedding best practice systems, and delivering impactful rehabilitation and support programs. The Unit Manager will partner across all levels of the organisation to build WHS maturity and resilience—balancing legislative compliance with a genuine commitment to the safety and care of our people. **Key Deliverables** **1. Lead and Execute WHS Strategy** Design and deliver strategic WHS initiatives that align with Council’s broader goals, ensuring long-term sustainability and measurable safety improvements. Lead the development and execution of annual WHS and Wellbeing Action Plans, ensuring measurable progress against strategic, operational, and legislative goals. **2. Foster a High-Performing Safety Culture** Build and maintain a proactive organisation culture grounded in collaboration, psychological safety, accountability, and continuous learning. **3. Deliver High-Impact WHS Projects** Scope, plan, and deliver key WHS and wellbeing projects on time and within budget—driving innovation, engagement, and tangible benefits across the organisation. **4. Drive Operational Excellence and Continuous Improvement** Deliver regular WHS performance reporting, insights, and trend analysis to senior leaders and relevant stakeholders to inform risk management and decision-making. Monitor and improve WHS systems and processes, ensuring best-practice governance, informed reporting, and alignment with audit and compliance standards. Lead WHS audit activities, including investigations and audits (including planning, coordination, implementation and tracking of audit recommendations). **5. Build Strategic Partnerships and Embed a Customer-Centric WHS Model** Develop and nurture trusted relationships with internal and external stakeholders, positioning the WHS Unit as a responsive, solutions-focused partner. Champion a collaborative, customer-centric approach that drives service excellence, influences safety policy, and delivers tailored, high-impact support across the organisation. **6. Advance Emergency and Risk Management Capability** Develop, implement, and review emergency management plans and operational risk frameworks that ensure preparedness, compliance, and resilience.
