**About the Opportunity**
We are seeking a Civil Works Coordinator to professionally lead the employees of the Civil Works section in achieving its objectives and encourage the personal development of all the section’s employees. The roles involves being able to successfully coordinate and manage the maintenance and minor capital works relating to all Council’s civil assets including, footpaths, roads, kerb and gutter, driveways, storm water drainage and other associated infrastructure.
The position includes being able to provide timely, effective and appropriate asset maintenance services while ensuring the long-term value, safety and function of civil assets are retained
To undertake this position, the following responsibilities and duties are entailed as follows:
- Manage the civil infrastructure maintenance services provided by Council including roads, kerb & gutter, footpaths, stormwater, street furniture, street signage and line-marking.
- Oversee the development and implementation of maintenance strategies for control of stormwater and management of floods.
- Oversee Council’s Depot operations and fleet maintenance activities.
- Provide advice to senior management and Council on the section’s activities.
- Develop and implement resource strategies and work programs to achieve service delivery goals encompassing quality, time, cost, governance, environmental, safety, community & stakeholder expectations.
- Control and measure the successful operation of the Civil Works Section, including measurement against key performance indicators.
- Keep accurate and timely records relating to the section’s activities.
- Achieve “value for money” in the planning, specification and delivery of works and services.
- Implementing programmed maintenance audits for high-risk assets and implementing appropriate interventions for public safety.
- Committing to and implementing Council’s Works Health and Safety principles and practices.
- Ensuring strong technical skills are developed, adopted and practiced at all times by staff within team.
- Participating in continuing professional development opportunities and developing the competency level of team members.
- Manage and monitor staff performance through feedback, performance reviews, counselling and rewards in accordance with Council policy, procedures and best practice principles.
- Ensure Council directions are clearly communicated, implemented, monitored, reported and evaluated by all staff.
- Prepare accurate estimates of cost for civil works projects and programs.
- Plan, manage and review budget expenditures to ensure cost effectiveness, achievement of budget targets, delivery of savings and innovations, and accurate and timely reporting of budget performance.
- Regularly communicate with the Manager with regards to the status of the team’s budget, changes and/adjustments that need to be made to keep the budget current and accurate.
- Ensure that the Manager and Director are informed of any issue which may affect staff, the community and/ or service delivery.
- Responsive management of customer requests for service and timely provision of professional/ technical advice and recommendations to both internal & external customers.
- Influence relationships with relevant stakeholders and organisations to achieve strategic outcomes.
- Undertake the role of Deputy Local Emergency Management Officer (Deputy LEMO) and liaise with other agencies including the NSW Police, SES and NSW Fire Brigade as needed.
- Assist the Manager Operations in the management of Council’s after hour’s local emergency management call out and on-call staff.
- Provide resources and assistance in support of emergency response operations.
- Act in the position of Manager Operations, when requested.

***About you**
- Tertiary qualifications in Engineering or similar and/or have proven experience in similar role within Local Government
- Current NSW ‘C’ Class Driver’s Licence
- Demonstrated ability and experience in leading & motivating teams in the successful delivery of civil infrastructure works and services.
- Well-developed service delivery, project management and contract management skills successfully utilised in delivering civil infrastructure works and services.
- Extensive experience in financial management and budget development and control to ensure cost-effective delivery and maintenance of services.
