CITD has three branches - the International Tax Branch, the Tax Treaties Branch and the Corporate Tax Branch. CITD has a number of roles for Policy Analysts across all three branches.
The International Tax Branch is responsible for the rules that govern how Australia’s tax system interacts with those of other countries, including providing policy advice on multinational tax integrity and transparency, and advising on the OECD Two Pillar Solution to the Digitalisation of the Economy. The Two Pillar solution represents a historic change to the International Tax Framework and is being negotiated amongst over 140 member jurisdictions of the OECD.
The Tax Treaties Branch is responsible for implementing Australia’s largest ever international tax treaty negotiation program. Under this program the number of Australia’s tax treaties will expand by around a quarter and cover over 80 percent of foreign investment into Australia. This involves conducting bilateral negotiations with other countries over bilateral taxing rights, working across Government to get agreement to the positions taken in negotiations and managing the legislative process to implement treaty outcomes.
The Corporate Tax Branch is focused more on domestic tax policy. It ensures the corporate tax system is working appropriately, including for specific sectors such as resources and the financial sector, and taking into account interaction with other parts of the tax system and broader economy. It also implements Government corporate tax reforms and advises on future directions.
As a Policy Analyst at the APS5 or APS6 level, your skills will be needed to:
- Undertake research and analysis on various tax policy matters.
- Prepare advice for the Treasurer.
- Facilitate Government decision-making through the budget process.
- Implement Government decisions by supporting drafting and passage of legislation, and/or drafting and signing of treaties.
- Work collaboratively with a team, and in partnership with other parts of Treasury and other agencies.
- Engage with government and non-government stakeholders
**Desirable Qualifications / Experience**
Qualifications and/or experience in economics, taxation, law, or public policy would be desirable for this position.
