**About us**
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
**About the role**
Reporting to the Manager, Change and Engagement, the Change and Training Lead plays a key role in shaping and delivering the people side of change. This role is responsible for driving effective change strategies while leading the design and rollout of engaging training and communication plans that empower employees, build capability, support adoption, and embed lasting behavioural shifts across key digital transformation initiatives and operational changes.
This role is instrumental in ensuring employees are not only informed, but genuinely engaged and ready to embrace new systems, tools, and ways of working. You'll lead the design and delivery of high-impact training programs, develop clear and accessible learning materials, and bring communications to life to support successful adoption across both digital and operational initiatives.
**About you**
To be considered for the role, you must be able to demonstrate:
- At least 2 years' experience in change management, learning and development, or digital adoption within transformation-focused environments, preferably in the public sector.
- Ability to implement change strategies, assess impacts, and drive organisational readiness through effective training and communication aligned to technology-driven projects.
- Strong ability to design and deliver engaging, accessible training programs tailored to diverse learner groups.
- Demonstrated ability to develop and deliver targeted communications and facilitate engagement with a range of stakeholders to build trust and support change adoption.
- Demonstrated success in building relationships and influencing a broad range of stakeholders, including technical teams, end users, vendors, and leadership.
- Proven ability to negotiate, manage resistance, surface risks, and secure stakeholder buy-in to support timely and successful change and training outcomes.
- Highly developed organisational skills with the ability to manage competing priorities in dynamic environments.
- Experience coordinating multiple change, training, and communication activities simultaneously while maintaining accuracy, meeting deadlines, and supporting sound decision-making through documentation and reporting.
**Desirable Requirements**
- Formal qualifications in Change Management, Organisational Development, Learning and Development, Communications, or a related discipline.
- POSCI change management certification or understanding of the PROSCI ADKAR methodology and/or project management frameworks (e.g. PRINCE2, Agile).
- Understanding of user experience (UX) principles and user-centric design thinking
- Experience working on digital transformation or enterprise system implementations, particularly in cross-functional or matrixed organisations.
**Key Accountabilities**
- Support the implementation of change management plans led by the Senior Change and Engagement Leads by coordinating stakeholder engagement activities, contributing to communication planning and content development, and managing logistics and governance requirements related to change delivery.
- Lead the design, development, and delivery of targeted training programs across various formats, including instructor-led sessions, guides, presentations, and digital content.
- Ensure training is tailored to diverse user needs, aligned to project goals, and continuously enhanced through feedback and effectiveness measures.
- Develop and implement clear, consistent, and engaging communication strategies to support change initiatives.
- Create user-friendly content such as FAQs, newsletters, intranet updates, and toolkits to promote awareness, understanding, and adoption of new systems, processes, and behaviours.
- Create and maintain comprehensive artefacts such as stakeholder register, communication and training plans, business readiness assessments, and transition plans.
- Ensure all artefacts are accessible, up-to-date, and aligned with project objectives and organisational standards.
- Monitor and report on the effectiveness of change, training, and communication activities through defined metrics, stakeholder feedback, and knowledge retention evaluations.
- Maintain a central repository of change artefacts and lessons learned to support benefit realisation and continuous improvement.
