**Primary purpose of the role**:
The Clinical Services Manager leads and manages the team to: play a lead system manager role for programs and services which deliver clinical treatment in NSW; develop, implement, monitor, and evaluate clinical programs and services; work effectively with key stakeholders and providers to ensure clinical services are evidence-based, person-centred, safe, high-quality, and effective; lead development, dissemination and implementation of clinical policy, guidelines and frameworks to improve treatment outcomes; and integrate Clinical Care Standards into all aspects of work, as relevant; and integrate consumer engagement across programs and systems of work. Clinical Services programs include the Opioid Treatment Program, detoxification, targeted treatment services for specific population groups and other specialist Alcohol and Other Drugs clinical programs including hospital consultation liaison services. The team works with key AOD stakeholders across NSW and collaborates with others.
**Key accountabilities**:
- Lead and manage the development, implementation, and co-ordination of the AOD Clinical Services portfolio, to ensure a whole of sector approach to the management and delivery of clinical services programs, in line with strategy, policy, clinical quality and safety guidelines, and current and emerging evidence.
- Lead the monitoring, evaluation, and performance management of AOD Clinical Services programs and contracts to enhance effectiveness, and to assess and advise on their relevance and potential impact
- Develop and implement systems to ensure effective co-ordination of clinical services programs to ensure they are evidence-based, person-centred, safe, high quality and effective.
- Lead and manage projects using sound project management methodologies to manage people and resources through all stages of a project or policy development cycle (planning, development, implementation, monitoring and evaluation).
- Provide timely advice and information on current and emerging drug and alcohol policy, programs, and clinical services, to Senior Executives and key staff within the Ministry of Health, public health organisations and related government agencies to ensure issues are satisfactorily addressed
- Deliver high quality written reports, business cases, briefs, correspondence, and cabinet documents to inform or respond to agency, media or Government requests, or initiate consideration of new policy or program initiatives.
- Represent NSW Health and CAOD on internal and external committees working on AOD, and issues related to clinical service programs, to strengthen outcomes and program effectiveness.
- Build effective, collaborative, professional partnerships with consumers and key stakeholders within NSW Health, other government agencies and non-government organisations, which facilitate the delivery of effective, safe and high-quality clinical services programs across the sector
**Key challenges**:
- Co-ordinating and managing significant state-wide systems and programs for AOD clinical services in a dynamic environment with competing and changing priorities.
- Managing a large volume of complex contracts with multiple service providers to ensure program outcomes are delivered.
- Maintaining accurate and current knowledge of the diverse and complex policy framework in relation to drug and alcohol services, and identifying and facilitating innovation and change where appropriate.
