**The Role**
The Pacific Australia Labour Mobility (PALM) scheme allows eligible Australian businesses to hire workers from nine Pacific islands and Timor-Leste when there are not enough local workers available. The work is interesting, complex and meaningful; it involves detailed engagement with government agencies and external stakeholders from a range of backgrounds.

Reporting to the Assistant Director, Operational Policy or Assistant Director, Domestic Policy, the Policy Officer is responsible for contributing to the development, improvement and implementation of operational policy and/or domestic policy for the Pacific Labour Mobility (PALM) scheme within the scope of identified projects and/or new policy initiatives.

PALM Operational Policy team
The Operational Policy team develops operational policy solutions, including through the PALM Deed and Guidelines, to support effective and efficient domestic PALM scheme delivery, including employer and worker services.

PALM Domestic Policy team
The PALM Domestic Policy team is responsible for understanding and analysing the intersections and impacts of broader government reform agendas and non-operational policy issues for the PALM scheme, such as migration, workplace relations, and international geostrategic approaches. The team works closely with our scheme partner, DFAT, on the growth and expansion of the scheme (including pilots).

**Duties and Responsibilities**
Duties and responsibilities of the APS Level 5 may include, but are not limited to:

- Contributing to the development of operational policy and/or domestic policy advice through desktop research and analysis
- Assisting in the interpretation of legal advice and the drafting of correspondence, reports, briefs and policy products
- Engaging with internal and external stakeholders
- Working collaboratively as an effective team member, including supporting the Operations Policy Branch leadership team and contributing to improved PALM scheme processes.
